Isolationism vs. Internationalism The Nye Committee finds that munitions makers and bankers actually profited off of WWI—some felt US went to war for $! Neutrality Act 1935: forbade sale of munitions to belligerent nations during wartime 2nd Neutrality Act 1936: covered civil wars (Spain) 3rd Neutrality Act 1937: gave President authority to make sale on cash-and-carry basis

Meanwhile… Italy invades Ethiopia 1936 Spain in Civil War 1936 Japan invades China 1937

Things get worse! 1939: Germans invade Czechoslovakia Nazi-Soviet Nonaggression Pact signed September 1: Germany invades Poland

FDR’s response? Help our allies, GB and France! US Congress permits short term loans and “cash and carry”
