IT’S MORE THAN JUST A ROAD Brian Blanchard, P.E. State Roadway Design Engineer FLORIDA DEPARTMENT OF TRANSPORTATION Good morning my name is Gerry O’Reilly, I’m the Director of Planning and Production in District IV, Ft Lauderdale, Florida Department of Transportation – I’m glad to be here. It’s a long way! I’m not in familiar territory! My presentation this morning will focus on the the good that we do - . The presentation is entitled “It’s more than just a road” – Because in FDOT it is – When we do a project we want everybody to be proud of it – Today I will highlight the philosophy that we like to use when developing a project in FDOT. I will highlight four main areas: What our Department needs to be aware of or how we need to adjust our attitude Things we have to do for a successful project Areas Our partners/customer must be aware of And then when a project is complete what basic qualities should it meet Then I would like to go thru a case study of a project that was developed using the process and finish off with pictures from what we believe to be projects that show …it’s more than just a road How many planners? Any engineers? Everything I discuss is how D-4 operates…we are decentralized. TND Transportation Design

WHAT WE HAVE TO DO BE PROACTIVE IDENTIFY AFFECTED PARTIES EARLY ON COMMUNICATE AND EXPLAIN CONSTRAINTS AT THE OUTSET DESIGN, EVALUATE, REFINE BALANCE ALL OF THE USES OF THE ROADWAY WORKING TOGETHER MAY TAKE LONGER, BUT IT IS THE RIGHT THING TO DO We must see problems as challenges and as opportunities for innovation and collaboration with affected parties We must go out and “find” the interested parties and bring them into the project development process as early as possible. That way you develop your project with everybody's ideas on the table Make sure we explain our constraints early in the process You may not get it right the first time – but we need to learn from our mistakes Remember that there may be several uses for a roadway – pedestrians, bicyclists, buss’ etc. don’t just accommodate cars – you must think beyond the pavement AND the results are worth it. It is a lot easier, and less stressful, to work together then to define, design and then defend your approach – we must be willing to compromise on certain issues TND Transportation Design

CASE STUDY – A1A CITY OF HOLLYWOOD BROWARD COUNTY, FL This project is located on A1A in the City of Hollywood. It started like as a resurfacing project. The pavement was in poor condition and needed to be rehabilitated. The project was approx 2 ½ miles long TND Transportation Design

PROJECT SCOPE MEDIAN BICYCLE LANE ONE WAY STREET PLAN BULB OUTS DEFINE PARKING LIMITS SHORTEN CROSSING DISTANCE AREA FOR LANDSCAPING DECORATIVE LIGHTING BRICK PAVER CROSSWALKS LANDSCAPING AND IRRIGATION SYSTEM We developed a scope which reflected the needs of the FDOT and the desires of the City of Hollywood. Some of the desires of the city actually helped the FDOT implement some changes that met our desire to improve the safety of the section TND Transportation Design

LAKE AND LUCERNE Typically the roadway was a three lane one way pair in the before condition. This was a case where our analysis indicated that four lanes was adequate for current and projected traffic. We a trial by striping the roadway for 4 lanes and trying it. This allowed the sidewalk to be enlarged There was a major emphasis on redevelopment of the downtown corridor Downtown businesses have redeveloped their storefronts and the City has efforts in place to upgrade signing for businesses and special events Adjacent projects on Dixie and Federal Highway have similar features so that a community identity and aesthetic approach is realized TND Transportation Design

MERRILL BARBER BRIDGE Old low level bascule bridge that served the barrier island located in Indian River County. Replaced with a high level bridge 65’ clearance on a new alignment Environmental issues – large mitigation site We added a fishing pier to our plans which was Located under the bridge and ran from pier to pier TND Transportation Design

MERRILL BARBER BRIDGE The fishing pier is popular with the locals. We were able to incorporate benches into the pier TND Transportation Design

MERRILL BARBER BRIDGE We also illuminated the bridge and the fishing pier. It is a large structure and dominates the skyline. TND Transportation Design

ROOSEVELT BRIDGE This is another large bridge which replaced a low level bascule bridge. The structure is located in Stuart in Martin County. Again we added a fishing pier to the structure. It tied in with a city built boardwalk. TND Transportation Design

ROOSEVELT BRIDGE We also illuminated the bridge and the fishing pier The fishing piers are very popular at night time And to prove the fishing piers are worth while!! TND Transportation Design
