FUNDING TO SCHOOLS Since 2015 all schools supported with funding via Norms and Standards subsidy. Annual allocation of R250 000– R500 000 per school based on phases offered and number of learners per phase The SASL allocation is used for: establishment of a resource room viewing and recording equipment signed texts / LTSM contractual employment of Deaf Teaching Assistants and Technicians. Training of Teachers / DTAs and Technicians

SUPPORT TO SCHOOLS All schools have Deaf Teaching Assistants (DTAs) and Technicians contractually appointed, to support Deaf and hearing teachers. FET teachers and Deaf Teaching assistants - workshopped on assessments and given Exemplars for Papers 1, 2 and 3. All schools supported with recording, assessing signed texts, ensuring that equipment and resources are available and functional.

SUPPORT TO SCHOOLS – contd. Inclusive education & LTSM service provider trained teachers and DTAs on the use of resources and curriculum delivery. IE gives support to the 3 schools taking the first Grade 12 NSC exams. IE Ensure that resources and equipment are sufficient and functional. IE Conduct refresher training where required IE in collaboration with Exams and Assessment Monitor School Based Assessments and preparation for Paper 4 (Live signing assessment).

The Department has established inter-school Teacher Support Teams to: Develop signed texts Share resources Set and moderate common assessments Orientate newly appointed teachers, Deaf teaching assistants DTAs and technicians Collaboration with Curriculum Directorate in supporting curriculum delivery / assessment in all phases.

STRENGTHS There is Funding allocated in Programme 4 for: Resources Equipment LTSM HR Integrated support offered at Provincial and District Level: Inclusive Education Curriculum - FET / GET / ECD Examinations and Assessment Quality Assurance

AUGUST PREPARATORY EXAMS Briefing and de-briefing meetings conducted by Provincial Exams. All schools were compliant with equipment and software regulations. All schools recorded and saved responses in correct format. Chief Invigilators (Principals) – followed Exam protocols in Guideline Document diligently. Positive feedback from DBE / Umalusi monitors. No technical challenges were observed during the marking process. Complete integrity was maintained at all schools.

“SPRING” SCHOOL Funded by 2nd Chance Programme. 3-day programme during Term 3 vacation. Funded by 2nd Chance Programme. Will take place at each of the 3 schools (1st week of October) Teaching & revision on SASL, FAL, Mathematics / Maths Literacy. Time-table has been prescribed by DBE. Programme will be monitored by DBE officials.

CHALLENGES Need for the employment of dedicated SASL Subject Advisors to support teachers with implementation. Need for DBE in collaboration with PED sintensive training of SMT / HOD to manage SASL at school level. Limited number of teachers with expertise to teach SASL – as learners progress to higher grades. Higher Education to develop a teacher training curriculum for teacher to teach SASL Need for DBE in collaboration with PED training of new teachers in Foundation and Intermediate phases who have replaced teachers that progressed to higher grades.

MEDIA CAMPAIGNS KZN DoE caters to the educational needs of approximately 4000 deaf learners. Planning of Radio and Print awareness campaigns on deafness is in progress, to: Give knowledge on deafness. Highlight early intervention services and therapeutic programmes available to support Deaf children. Inform parents of the location of schools for Deaf learners. Inform parents of other facilities offered by NGO’s.

COLLABORATION – GOs and NGOs Inclusive Education Directorate networks with various Governmental and Non-governmental organizations that serve the educational, social and psychological needs of Deaf children and learners. These include: Department of Social Development Department of Health KZN Blind and Deaf Society and all satellites KZN Deaf Association.
