Safer Leeds: City Centre Partnership Ambition Outcome Purpose To be recognised as an excellent partnership, known for its work to create: An inclusive and safe environment for all A compassionate city, that seeks to protect and safeguard vulnerable people A place that challenges and seeks to change behaviours, which negatively impact on people We want people in Leeds city centre to be safe and feel safe, on the streets, in the places they go and in their homes To bring added value during the day, evening and night time economies to Prevent, deter and detect crime Create safer environments and build public confidence and reassurance SL is the city wide community safety partnership ~ consisting RAs and CBs The SL city centre strategy is one of the key strategies of the partnership ~ a place based strategy that sets out our intent…and what we will collectively focus on as a partnership over the next 3 years…its based on

Standards of Operations The Safer Leeds: City Centre Partnership Meets every 2 months, with a focus on shared priorities Actively participate and contribute to the 6 weekly Tasking and Co-ordination Group, Themed Task & Finish Groups & Intelligence Group Review regular reports from the Chairs of the Delivery/ ‘Problem Solving’ Groups Review regular Performance and Accountability Trackers Consider existing, new and or emerging issues Attend meetings, take ownership of agenda items, contribute to and take forward actions, adhering to the partnerships code of conduct Declare any interest in any matter where a decision is required

Examples of Collaboration Business Against Crime In Leeds: Unites local businesses with a shared goal to prevent and reduce criminality and anti-social behaviour by sharing information and working in partnership - 350 members across Leeds City Centre from both the day and night time economy. The digital radio enables members to communicate city-wide to other businesses and agencies on the network. Entertainment Licensing: WYP Special Constables (occasionally BTP) work with Leeds City Council licensing team on a monthly basis to conduct risk-based licensing compliance visits. The visits range from bronze (light touch) to gold (in depth) depending on any intelligence or concerns raised about how premises operate. Licensing Enforcement Group: Partners agree actions to improve management of problematic premises Taxi & Private Hire Licensing: The Enforcement team uses a CCTV van, and gather number plate recognition information as well as using the midnight city centre partnership briefing, Leedswatch CCTV monitoring and use of the BACIL radio to liaise with city centre ambassadors, city centre door staff, volunteer groups. Also joint working with WYP via Operation Control.

Examples of Collaboration Evening Ambassadors Contracted service managed by Leeds BID.  Partly funded by LCC/BACIL.  Every Friday 2200-0430 (6 ambassadors) and Saturday 2200-0530 (4 ambassadors) plus additional bank holidays/events if needed. Devised as a direct result of Purple Flag, The Leeds Evening Ambassadors provide that all important city welcome into the evening and overnight – on hand to help, advise and guide people – helping make Leeds a friendly, safe and attractive place to be.  SIA & First Aid trained, working alongside partners, connected to BACIL radio network.  Linked to other on street universal services as well as community/ voluntary organisations (e.g. Street Angels)

Examples of Collaboration Operation Capital: Intelligence led ENTE core visibility plan for Leeds City Centre sees officers patrol on foot in areas of highest risk. Midnight partnership briefing ensures all services are working together effectively. Leedswatch, City CCTV, monitor the City and share information via Police and partnership (BACIL) radio network… Operation NightSafe: Multi-agency weekend  operation to maximise safety, raise awareness and further develop partnership working with regard to Leeds City Centre  evening and night time economy focusing on Safeguarding; Drugs and Violent crime; Environment and anti- social behaviour; Licensing; Transport and Road Safety Purple Flag: In 2019 Leeds city centre retained accreditation for 3rd year running recognising collaboration between public services, private businesses and community groups to promote a diverse offer and safer evening out in managing the evening and night time economy to ensure a welcoming, safe and positive experience of the city centre.

Examples of Collaboration Angels of Freedom: www.angelsoffreedom.org.uk   Team of volunteers working within the LGBT+ communities to reduce vulnerability and risk around the bar scene on Friday evening, 7pm - 11pm. 1st Friday of the month work until midnight alongside a pop-up partnership stall with West Yorkshire Police & British Transport Police, supporting attendees at the Leeds First Friday regular Trans social event in the Cosmopolitan Hotel. Other activities include focus on increasing engagement and trust between the community and police services. Street Angels: http://www.leedsstreetangels.org.uk/ Volunteers offering care & compassion in ENTE to help people stay safe and reduce crime in Leeds city centre. 10pm – 3am Fridays and first Saturday of the month. Work with other partners and use BACIL radio

Training for venues Ongoing Drugs & Alcohol awareness training to city centre ENTE licensed operators (commissioned by LCC Public Health and delivered by Forward Leeds) Ongoing Vulnerability Awareness training to city centre ENTE licensed premises delivered by Safer Leeds DV Team Trainers: - Defines vulnerability and raises awareness of why someone may be vulnerable in a social setting - To enable understanding of the principles of basic safeguarding - To enable understanding of To Duty of Care and responsibilities within roles -To enable confidence about venue staff can and should do
