Why we need to Get Out & Vote…

But we can break that down. About 10 percent of the million were unenrolled. That leaves 858,000 Enrolled Non Voters. Some of them are persistent NVs – it’s a very hard battle to get them to vote. The graph shows though that the primary target of Get Out And Vote campaign are: First ENVs – 62,000. These were people who were not old enough to vote in 2005, or not eligible yet (new New Zealanders ie migrants) New ENVs – 223,000 of them at the last election. They have been in the habit of voting in the recent past. These are people who are shiftable, have voted in the recent past (nb you may choose not to mention this depending on your audience: We know also that 70% of them would NOT have voted for the current govt (through research done by the Labour Party).

Organising task: Convincing enough new enrolled non-voters (ENVs) and first time voters to participate. This is our organising task – to convince enough New ENVs and First ENVs to get back in the habit of voting – that we shift the outcome of the election. Remembering the gap was only 100,000 last time. 3 Million are eligible for the electoral roll. 91% are currently enrolled (this figure is updated regularly by the Electoral Commission). We generally don’t have an enrolment problem. 2 ¾ Million are on the roll today (2. 73 Million) The enrolled non voter is growing each election This is not just a South Auckland problem There are on average 8-10,000 in each electorate that stayed home last election. The CTU will be getting neighbourhood level data to find out where those people are in our communities. (Remember this is MMP: so we are interested in their Party vote - but even more importantly in just getting the voter to the polling booth to exercise their right to vote). We won’t be telling people which party to vote for – but just that, if they feel the country is heading in the wrong direction, to translate that into action but going and voting.

Are YOU a voter? Note there are a lot of movements focused this election on turning out people to vote. Political parties Generation Zero and Rock Enrol – young people concerned about climate change are seeking to mobilise the youth vote. The campaign in this slide is being driven by Action Station – a new cross-movement organisation similar to Get Up in Australia, AVAAZ and MoveOn internationally. Focused on online cause-based organising. Clinch this slide by saying: The US research says that if you ask “Are you a Voter?” rather than “Are you going to vote?” it results in a 15% higher voter turnout. It taps into people’s identity. Two “Did you know?” to mention before moving on: Did you know: That voting is open from 3 September and you don’t need a reason to vote early? 10% of booths will be open before the final polling day. We won’t know until 27 August exactly where (this is the date the Electoral Commission will let us know). But we have 18 days to organise collectively Did you know: That if you are overseas you are eligible to update your enrolment and vote in NZ elections as long as you have been back in NZ in the last 3 years, even if only for ONE DAY. Think how many people you know overseas who could vote!

PLEDGE, PLAN and VOTE We need your help to enlist the support of as many Volunteers as possible… …and then we need your help to approach Voters in the workplace and community to Pledge, Plan and VOTE The first stage of the campaign is all about getting and training volunteers. Secondly it is about approaching voters. We want to start a chain reaction using you, and people you recruit as volunteers, to contact many thousands of Enrolled Non Voters to ensure them get all the way to the booth – ie, that they PLEDGE, PLAN and VOTE Volunteers will build up a relationship with Voters through the Volunteer/other contacts – to maximise the Voter turnout. First you will ask them to make a Voter Pledge Then you will stay with them as they think about their Voter Plan Until the Plan is done (ie the person has voted). Bascially we want to change ENV behaviour by repeating a message, gaining a commitment and recording their actual plan to vote during the period 3 – 20 September.
