WFD & agriculture in The Netherlands in relation to the CAP Including the Deltaplan Agricultural Water Management

NL characteristics NL is a delta of 4 international river basins fine course sediments, clay, peat, nutrient rich (N & P) ca. 50% below sea level dikes & dams to protect against sea and flooding by rivers complex heavily modified and artificial water system (canals, compartments, locks and dams) pump & drain to keep dry feet extraction of nutrients out of the soils (rainy periods) mineralisation of soil organic matter, oxidation of peat seepage in polders, P-rich (coastal influence) high Natural / anthropogenic background concentrations Ministerie van Infrastructuur en Milieu 23 oktober 2019

NWP2009 (including WFD RBMPs): WFD objectives will not be met (2015) with present programmes of measures Necessity for the development of new cost efficient techniques Innovation Program WFD (€ 75 mln, 2008-2013) Sewerage & purification, agriculture, water system Need for implementation of additional measures in cooperation with agricultural sectors Invitation to private sectors: Appeal on corporate stewardship / sector, market & chain parties Take measures in cooperation with regional governments Make use of the CAP (including RDP) Sectors response: Deltaplan Agricultural Water management (DAW) Ministerie van Infrastructuur en Milieu 23 oktober 2019

3rd RDP The National Government and 12 provinces work together producing 1 national program with 4 regional implementing approaches Provinces develop and implement activities to the RDP measures Water boards participate and insert the water issues (including the WFD challenges) in the program National government is accountable for correct execution of the program and EU conformity Water boards offered to annually add ca. € 40 million for co financing water related measures.
