AFRINIC Update RIPE79 Rotterdam, The Netherlands 18 October 2019

Policy Development Update POLICY PROPOSALS AFRINIC Number Resources Transfer Policy Version 2 (22 Sep 2019) Provides for Inter-RIR (and Intra-RIR) transfer of IPv4 and ASN resources Only legacy IPv4/ASN resources can be transferred outward All IPv4/ASN resource types can be transferred inward To be 1st discussed at AFRINIC31 (Dec 2019)

Policy Development Update POLICY PROPOSALS IPv4 Inter-RIR Legacy Resource Transfers Version 1 (13 May 2019) Provides for the Inter-RIR transfer of IPv4 resources Only legacy IPv4 resources can be transferred outward All IPv4 resource types can be transferred inward First discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS IPv4 Inter-RIR Resource Transfers (Comprehensive Scope) Version 1 (14 May 2019) Provides for bi-directional Inter-RIR transfers of IPv4 resources . First discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS Provisions for Resource Hijacking Version 1 (17 May 2019) Proposal aims to clarify that hijacking of resources is a violation of policy. First discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS Policy Development Process – bis Version 5 (09 June 2019) Complete review of the PDP. Proposal lifecycle made of up of distinct phases v5 last discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS Abuse contact policy update Version 3 (05 June 2019) Introduces the abuse-c into resource objects that are directly issued by AFRINIC - (pointing to an email address) Meant to co-exist as an “alias” with current IRT object. Provides a process for auto-validation Last discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS Number Resources Review Version 8 (07 June 2019) Provides for AFRINIC to conduct regular reviews (audits) for utilization of issued number resources. Audits can be random, requested by a member or through a whistle-blower. Last discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update POLICY PROPOSALS Multi-homing not required for ASN Requests Version 2 (11 April 2019) Removes the need to be multi-homed as a requirement for getting an ASN. Last discussed at AFRINIC30, next at AFRINIC31(Dec 2019).

Policy Development Update Recently Ratified IPv6 PI Clarification Proposal corrects an error in the current IPv6 PI assignment policy, which states “The 'end-site' must show a plan to use and announce the IPv6 PI space within twelve (12) months” There are some cases where IPv6 PI space would not be announced, such as IXP LAN peering space and private networks not connected to the Internet.

Policy Development Update Recently Ratified Soft Landing (SL) Update The IPv4 Soft Landing policy reserves a /12 (from the last /8) for unforeseen circumstances. What to do with this /12 was a matter (and discretion) of the AFRINIC Board. This policy instead makes this a matter of the community, who will decide what to do with the /12 - through the PDP.

Policy Development Update Recently Ratified Clarification on IPv6 sub-assignments The policy applies explicit restriction on the use of IPv6 PI space by the holder. The v6 PI space can only be used in the PI assignment holder’s network, by third party devices operating within that network and for interconnections The v6 PI space cannot be used to offer services to third parties (such as customers of an ISP).

IPv6 certi::6 program: 33 exams delivered. Other Updates Launched an e-learning portal in June 2019: https://elearning.afrinic.net/ IPv6 deployment webinars: Counting 11 webinars (for 2019) in English and French, average attendance at 65 participants. IPv6 certi::6 program: 33 exams delivered. IPv6 deployment helpdesk – 99 requests received, 52 conference calls done.

Other Updates IPv6 “deployathon” (4 day in-person workshop to engineers for operationalizing IPv6 in their networks): 4 so far - Kenya, South Africa, Nigeria, Malawi. 45 Organizations involved 9 advertised their IPv6 prefixes 6 networks with live traffic. Upcoming “deployathon” in Lagos (Nigeria) - ngNOG (28 Oct - 1st Nov 2019)

Other Updates IPv4 Update: Approaching Phase 2 of soft landing (max issuance size will be /22 – but can be requested several times upon 90% usage) Phase 2 starts when total left is equivalent to /11 Current inventory : about 1.85 million IPv4 addresses left to hit phase 2 At current consumption rates, phase 2 could be reached by year end.
