Only Congress can admit states: A new state cannot be created by taking territory from other states without the consent of State Legislature

Territory Requests Statehood Enabling Act State must create a State Constitution Convention develops it Voted on within the state Congress votes Act of Admission Act creating the new state President signs NEW STATE

5 were created from other state territory 1 was an independent country West Virginia, Kentucky, Tennessee, Maine, Vermont 1 was an independent country Texas 1 was ceded by Mexico California All others were territories before they became states: Puerto Rico? Guam? Do you think they may become states eventually? Explain Why?
