NM Department of Transportation (NMDOT) MMS/PMS Phase 2 Executive Sponsor: Michael Sandoval, Cabinet Secretary Business Owner: Tamara P. Haas, NMDOT Asset Management & Planning Division Project Implementation Phase October 24, 2019
Overview Project Goals: The NMDOT has identified the Maintenance Management System (MMS) and Pavement Management System (PMS) as key components in tracking and managing the condition of transportation assets over time, and the on-going maintenance of roadway assets as a part of our daily mission in setting the standard for a safe, reliable and efficient transportation system, while promoting economic development and preserving the environment of New Mexico. This project will optimize the current MMS/PMS systems, moving them from an on-premise to a Software as a Service (SaaS) implementation, improving performance and operational costs. Desired Outcomes: The SaaS implementation will remove a significant block to the Agency's goal of reducing its Oracle footprint and associated costs, while also reducing staff overhead and future professional service costs, and improving performance. Certification Request: Approval for $369,688.49 to cover remaining implementation deliverables and IV&V reports.

Business Opportunity MMS/PMS Phase 2: Current on-premise implementation adds complexity to product upgrades. SaaS implementation simplifies upgrades and reduces their time/cost. SaaS implementation supports NMDOT strategic goal of reducing/eliminating on-premise Oracle implementations. Reduce costs, streamline processes, improve productivity. Simplifies reporting to legislature on investment decisions by District, including major investment projects. Supports NMDOT initiatives to further increase transparency and accountability with investment decisions.
NMDOT expects significant savings in: Cost Savings NMDOT expects significant savings in: On-premise storage space Reducing/eliminating on-premise Oracle implementations, consolidating costs Staff hours to generate reporting for internal and external customers Staff hours to perform tort claim research Staff hours to support current systems Elimination of legacy system and servers housing Highway Maintenance Management System (HMMS) data Staff hours to aggregate maintenance and pavement data against NMDOT Linear Referencing System (LRS)
