Child Support Portal Secure web portal that allows child support agencies to send and receive vital case information and provides employers, insurers, and financial institutions a gateway to share required information with child support agencies. Lets caseworkers request data as needed Helps states with budget constraints and limited resources Provides a fast and effective way of sharing data in a secure environment Provides real-time access to National Directory of New Hires information Offers other intergovernmental tools Provides access to new data immediately without an adverse impact to states

Portal User Profile All users must have a profile to access the Portal, including: Name (first and last) Email address Phone number (optional) Once profile is created, users will not be prompted to reenter information unless it has been over 365 days since last login Profile can be updated from the Portal Welcome page Implemented May 2019

Feedback Provides a means to submit enhancement suggestions or ideas regarding the Portal Available on the Portal Welcome page or any Portal application Do not include personally identifiable information or federal tax information when entering feedback Technical issues should be directed to the Portal Help Desk at csportal@acf.hhs.gov Implemented February 2019

PIQ-18-01: Electronic Documents and Tribunals under UIFSA Section 316 Clarifies UIFSA section 316 provision regarding tribunals accepting electronic documents as evidence Issued on April 26, 2018 Share PIQ 18-01 with your attorneys, judges, and caseworkers to make sure they are up to date with requirements Recommendations from other EDE states: Local bar association meetings Events offering continuing legal education credit Judicial conferences Court clerk conferences

PIQ-18-01: Electronic Documents and Tribunals under UIFSA Section 316 (cont’d) Must tribunals accept as evidence documents from outside the state transmitted to the tribunal electronically, such as through EDE? With respect to documentary evidence, section 316(e) of UIFSA establishes a special rule for interstate child support cases requiring that original records from outside the state, transmitted electronically to the tribunal, may not be excluded from evidence on an objection based solely on the means of transmission. This rule includes original signatures as part of the original record.

PIQ-18-01: Electronic Documents and Tribunals under UIFSA Section 316 (cont’d) Does section 316(e) of UIFSA apply to certified copies of orders for registration under UIFSA 602? UIFSA section 316(e) does not distinguish between certified copies of orders and other types of documentary evidence. Therefore, in accordance with section 316(e), the tribunal may not exclude an electronically transmitted certified copy of an order from evidence based solely on the means of transmission. If objections about the authenticity of the documents are raised in the course of a proceeding, the tribunal may require submission of original documents, original certified copies, or other evidence of authenticity under state law.

EDE Engagement States should monitor reports to make sure all requests and unsolicited documents are answered Respond in EDE if you cannot provide a document States are encouraged to work with each other EDE contact information and document availability for each state are located on the EDE State Status Map and Information sheet on the Portal Welcome page Make sure your representatives are attending the quarterly EDE Consortium meetings States are encouraged to submit enhancement suggestions through the Feedback link on the Portal
