INTRODUCTION Over 80% of Europe’s citizens consider urban traffic congestion, accidents and pollution to be very serious problems, which need to be addressed urgently. The current rate of petrol and diesel fuel use is regarded as the biggest problem of transport in cities by almost 9 out of 10 European citizens. Cars cover about 75% of all kilometres travelled in EU conurbations. Increased car use has been accompanied by congestion, safety, environmental and health problems derived from transport pollution, as well as by a downward spiral of under-investment in public transport. PROJECT SUMMARY CARAVEL is one of the 4 integrated projects approved by the European Commission. The cities of Genoa, Burgos, Krakow and Stuttgart and their political leaders have agreed to establish a new culture for clean mobility in support of sustainable development, citizens well being and safe access for all. The total eligible cost of CARAVEL is 29,8 million €, to which 13,19 million € is co-funded from the CIVITAS II Programme. A substantial work programme addressing all eight CIVITAS policy fields has been defined and a bold package of measures will be introduced in the next 4 years. PROJECT OBJECTIVES The objectives of the project reflect the priorities on the political agenda of most medium-sized cities in Europe for an integrated transport policy in response to the major urban policy challenges: To base energy consumption increasingly on renewable and/or cleaner resources. To minimise traffic-related air and noise pollution. To improve health and well being of all citizens. To ensure safe and equitable access to jobs, education, and other services. To care especially for the needs of the vulnerable and disadvantaged citizens. To establish a broad social consensus for clean mobility. To reduce the ecological footprint of mobility. POTENTIAL IMPACTS on transport and energy policies Contribution to the development of cleaner, resource-efficient urban transport systems Decreasing demand for motorised transport of people and goods (or in the case of Krakow, lowering the expected increase of demand). Shifting transport demand from polluting and inefficient modes (in terms of environmental, social and economic impact) to those with less negative impact, especially on public health, environment and resource consumption. Through its innovative measures, CARAVEL will make a well-balanced contribution to the transport and energy policy objectives of the European Union. POTENTIAL IMPACTS on environmental policies CARAVEL has the project headline target of contributing through its measures to a reduction of CO2 emissions by 8% up to 2008 (i.e. the end of CIVITAS II), as its contribution to global agreements, even if its real contribution is expected to be more significant in the transport sector. In CARAVEL, the existing, but widely unobserved access restriction zones will be electronically enforced in order to fulfil the law in the most effective way. POTENTIAL IMPACTS on social policies CARAVEL will prove that Clean Urban Transport Strategies have a direct impact on social policy CARAVEL will improve the quality of life and health The promotion of environment-friendly transport demand management strategies and of high-quality PT will reduce cars traffic. Historic inner-city areas have a very strong emotional value and are an essential part of the cultural identity of its citizens. POTENTIAL IMPACTS on economic and employment policies Through CARAVEL, the cities will be in a significantly better position to cope with the challenge of maintaining their competitive advantages. CARAVEL will demonstrate how Clean Urban Transport Strategies will have an impact on economic development and better employment. Traffic reduction measures will open new business opportunities for local shopkeepers and small enterprises, especially in inner-city areas. Integrated mobility plans (e.g. for companies, institutions or special events) will improve the attractiveness to work for these institutions. Tourism is a growing economic factor. Inter-modal traveller information, calm inner-cities, efficient public transport, bike renting opportunities will help to increase the attractiveness of a city considerably. Income from road user and parking charging will enable the cities to improve their transport infrastructures and mobility services level in the future.
