Centre of Expertise (OSKE) Program Earlier program period 1994-2006 New centre expertise program (OSKE) 2007- 2013 is a government’s special program agreeable to the law for development of the regions The Ministry of Employment and the Economy coordinates the program

OSKE program 2007-2013 21 Centers of Expertise coordinate regional projects which are financed 50% by the Ministry of Employment and the Economy and 50% by regions (cities, communities etc). In 2007 budged of these projects was 8,4 million €.

OSKE Cluster Program 2007-2013 13 National Clusters of Expertise are coordinated and financed (80%) by the Ministry of Employment and the Economy. The rest of the finance comes from regions (cities, communities etc.) Joint projects are favored and are coordinated by cluster coordinators. Volume of the joint projects was 2,6 million € in 2007.

By Definition ” Health and Well-being Competence Cluster is a development platform for health and welfare services and associated technologies. The objective of the cluster is to support successful businesses and to link research to commercialization. Focus of action is on health and well-being companies, their business activities, growth and internationalization.”

Health and wellbeing sector -volume Overall volume of health and social services was in 2004 approximately 14,5 Mrd € and 14 000 companies Volume of technology industry was approximately 3 Mrd € (2004) and 350-400 companies

H&W Cluster’s vision by 2013 In 2013 health and well-being has become a rapidly growing and internationalizing field of operation in Finland. This is seen as appearance of new and growing ventures, structured health care services, and improvement of the well-being of citizens.

Goals in figures At least 600 companies will participate on Health and well-being cluster program in 2010 Turnover and export of the companies participating in the cluster program increases at least 10 % more than average in the sector.
