14 Working Hypotheses 1.Regulation is so limiting, that the slightest change in the project conditions makes it impossible to achieve the policy objectives. 2.Rather than looking at regulations, we can look at interaction (governance). Has the national government be involved sufficiently and made a problem owner of the Westflank project? Is it a problem of negotiation? 3.The practice of development projects in the Netherlands with organisational and financial integration is strength and weakness at the same time.
