& Alameda County Transportation Improvement AuthorityAlameda County Congestion Management Agency MTC SR2S Funding- Overview Overall goal of significantly reducing emissions related to school-related travel; Intended to complement state and federal SR2S funding; The MTC SR2S program is federally funded and sponsor agencies need to be federal-aid eligible; Cycle 1 funding available for FFYs 2010/11 and 2011/12; For Alameda County: $3.22 million estimated funding for Alameda County; and ACCMA and ACTIA to jointly administer the Alameda County Program.

& Alameda County Transportation Improvement AuthorityAlameda County Congestion Management Agency Proposed Alameda County SR2S Program Will be an Alameda County program, with the program policies, goals and contractor selection made by the ACCMA/ACTIA Board(s); Will be one cohesive program, with all elements integrated and coordinated, even if implemented by different entities; Will build on and expand existing efforts and successes; Funding will go towards a mix of programs and capital projects; Will complement other SR2S funding programs, which are mostly for capital projects; and Will address 5 Es (Education, Encouragement, Engineering, Enforcement, Evaluation) as well as a 6th E, Emission Reductions, to address the air quality component of the new program.

Elementary/Middle School Program Goal: Continue and expand current comprehensive SR2S programs in elementary and middle schools from 30% of all schools (90 total) to 50% of all schools (140 total), and offer technical assistance to all schools upon request. Funding Target: Between $1.7 and $2.0 million Implementation: Request for Proposals (RFP) to hire a firm to operate one program countywide Timing: New program proposed to start July 1, 2011 and end June 30, 2013.

High School Program (New) Goal: Create new High School SR2S program in 30% of all high schools (20 schools) Funding Target: Between $225,000 and $275,000 Implementation: RFP to hire a firm to operate one program countywide (may be coordinated with elementary and middle school). Develop new program, based on national and local models. Include social marketing, parking management or other best practices. Timing: New program proposed to start July 1, 2011 and end June 30, 2013.

Ridesharing Program (Pilot) Goal: Create new, effective ridesharing/carpool/clean air program targeted at school campuses, with programs established in 2 (exact number to be determined) school districts. Funding Target: Between $270,000 and $330,000 Implementation: RFP to hire a firm to operate pilot program. Develop new program, based on researched need and effectiveness targeted at non-student drivers, which could include staff, teachers and/or parents. Timing: New pilot program proposed to start July 1, 2011 and end June 30, 2013.

Cap-TAP/Capital Program Goal: Create new technical assistance program (TAP) to assist in development of capital projects, and a companion capital project program to implement projects. Funding Target: Between $.9 and 1.2 million. Implementation: TAP: RFP to develop a list of on-call consultants (engineers/planners). Capital: call for projects to local agencies for capital improvements. Cap-TAP Program: Provide assistance to local agencies in identifying and designing projects that encourage non-automotive school trips. Capital Program: Projects could potentially flow from a TAP project or completed walk audit. Timing: New program proposed to start July 1, 2011 and end June 30, 2013.
