Step 1 Register your project with LMA CAA Liaison Officer, provide the following: -Please note there are special rules for Models Over 80kg Your name, Type of model, Scale (if scale), Span (in metres), Length (in metres), engine size in CC, and Anticipated weight (in Kg).. Step 2 Appoint suitable Inspector and advise Project Owner/ builder who he is. When your project is ready to go, Inspector completes a Final inspection Form with all Details of the models integrity of its structure through to its radio installation. Both you and the inspector sign this form and send it to the LMA CAA Liaison officer. Step 3 Step 4 LMA CAA Liaison officer checks everything is in Order, and produces a Certificate of Construction and Design in your name. The above together with a form to apply to the CAA for an Exemption to Test fly and a Flight Test log Book is returned to the builder. Step 5 When the test flying has been complete successfully and recorded in the Flight Test Log and signed off. Return the log to the LMA CAA Liaison officer for processing. Step 6 LMA CAA Liaison officer amends if required Certificate Of Design and Construction, return it to project Owner with the CAA form to request full exemption to fly. Step 7 Project owner completes the CAA form and sends it with A copy of the Design and Construction Certificate to the CAA. Step 8 CAA Raise an Issue a full Exemption Certificate to fly too the project owner. Copyright 2008 Large Model Association Page 2 of 2 pages CAA Over 20 Kg Model Aircraft Scheme Administered by the Large Model Association on behalf of the CAA Supporting Notes to the Over 20Kg scheme Firstly it must be made clear that the OVER 20kg Scheme is NOT an LMA Scheme. It is a scheme we operate on behalf of the CAA with the co-operation and support of the BMFA. Many people ask why we have to have this Scheme – the answer is simple. Any model aircraft that weighs Over 20kg dry weight is considered by the CAA to be a full size aeroplane but as it cannot comply with all the requirements of the Air Navigation Order (ANO) it is allowed to fly in UK airspace by authorisation of an Exemption. The critical word here is airspace – it doesnt matter whether you own a huge estate, a large farm, or a big model field– if you fly an Over 20kg model which takes to the air you are in UK airspace and you have to have an Exemption. Stage 1 – Contact the LMA CAA Liaison Officer (Tony Hooper) via phone, mail or with all the details about your project so that it can be formally registered and you have a LMA inspector allocated to you. (Contact information on page 1) Stage 2 – There are a number of LMA Inspectors across the length and breadth of the UK, you will be allocated one who is nearest or who has specialist skills that are best for your model. See LMA web sit for current list of inspectors. ( ) Stage 3 – Continue building your model, discuss all aspects with your Inspector who will provide advice and help during this part of the process. When complete and the Inspector is satisfied that all is well, he will complete a Final Inspection Form; both you and the Inspector need to sign this and send it to the LMA CAA Liaison Officer. PLEASE NOTE THERE ARE SPECIAL RULES FOR MODELS OVER 80KG AND YOU SHOULD LIAISE WITH THE CAA LIAISON OFFICER ABOUT THIS Stage 4 – After paperwork is checked and all in order, a Certificate of Design & Construction is created in your name. This document together with a CAA form requesting an Exemption to Test Fly is returned to the builder. At this stage you can nominate the pilot (s) that you wish to test fly your aircraft in addition to yourself. This is completed by you and then sent to the CAA. Stage 5 – Once you get your Exemption to TEST fly paperwork from the CAA, you can commence test flying your model. This must be carried in private ( no paying public present) and in front of an appointed LMA witness – you can contact the LMA CAA Liaison Officer about this. When the required amount of test flying is completed and recorded on the Test Log form it is returned to the LMA CAA Liaison Officer for action. Stage 6 – The LMA CAA Liaison Officer will amend the Certificate of Design and Construction if there are have been any Design changes as a result of the test flying. He will send you this together with a CAA form so that you can request a Full Exemption to Fly. Stage 7 – On receipt you need to complete the CAA form and together with the copy of the Certificate of Design and Construction send both to the CAA. Stage 8 – On receipt of this documentation the CAA will issue to you a full Exemption to Fly certificate. You can now fly your model at public events. If you are not an LMA member you have 2 options – one is to join and the other is to opt to pay the admin fee of £30 and pay the Inspectors mileage allowance. When you work it out it is much cheaper and more rewarding to join the LMA and get all the services free – yes I said free The test flying must be carried out in accordance with the Test Flight Log and can only be done in private i.e. not in the presence of a paying general public. It can be done a club site provided it is suitable for large model operation. In most cases the test flying consists of 6 flights totalling 1 hour i.e. approx 10 mins each flight. There may be a few exceptions where the Inspector recommends a slighter longer period of test flying.
