Important Dates OCTOBER 1, Open Enrollment in the Marketplace/New Medicaid Begins. DECEMBER 15, Must be enrolled by this date for Marketplace health coverage to begin by 1/1/14 JANUARY 1, New Medicaid Adult Group Coverage begins. (No backdating before this date.) MARCH 31, Open Enrollment for Marketplace ends (Medicaid is always open). Connecting Communities to Coverage 20132

In Person Assistance Federally funded (Just over $3 million via 11 awards in IL) Duties: Outreach, Facilitate Enrollment, Provide Ongoing Support Who: Cannot be a health insurance provider or someone paid by an health insurance provider to enroll individuals Navigators State funded (just over $28 million via 44 awards in IL) Duties: Outreach, Facilitate Enrollment, Provide Ongoing Support Who: Cannot be a health insurance provider or someone paid by an health insurance provider to enroll individuals In Person Counselors (IPCs) Volunteersno funding Will participate in a training to provide application assistance Who: Anyone that submits an application to the federal government and is approved. You must demonstrate that you have procedures in place to protect personal information. Certified Application Counselors (CACs)

New Medicaid program providing coverage to uninsured residents of Cook County Medical care from providers in the CCHHS system & select community providers Goal: medical homes for the otherwise uninsured Over 100,000 individuals expected to be eligible Eligibility criteria: Live in Cook County, Be a US citizen or legal immigrant in U.S. 5 years or more, Have a SS number or have applied for one, Be years of age, Have income < 133% FPL General information: care/ CountyCare

Marketplace in IL: Overview 7 Web based, user friendly port for individuals and small businesses to enroll in coverage. Can also access by mail, on phone, or in person. Enroll in public and private health insurance, as well as access financial assistance to pay for coverage Marketplaces are only allowed to offer high-quality, qualified health plans that meet a number of standards. Gives consumers the tools and power to have control over their insurance decisions Apples-to-apples comparison of plans Find the right fit!

Enrollment: The Landing Page A central website, currently called the Landing Page, will be the first place to go in order to apply for Medicaid and to enroll in the Marketplace. The landing page will direct people based upon their demographic information to either the ABE system to apply for Medicaid (and other state benefits) or the Marketplace (to choose insurance and get financial help to pay for it. Lets talk about ABE and the Marketplace systems. Connecting Communities to Coverage 20138

Enrollment: ABE ABE can be used to apply for benefits other than medical coverage – Cash Benefits: TANF (Temporary Assistance for Needy Families) and AABD (AABD (Aid to the Aged Blind or Disabled) Cash – SNAP (Supplemental Nutrition Assistance Program). *Illinois has presumptive eligibility Many low-income households you see may not know about these benefits, or dont know how to apply Connecting Communities to Coverage 20139

Paying premiums 10 Electronic funds transfer from a bank account and automatic deduction from a credit or debit card as payment options Electronic 8.2% of U.S. households lack a checking account (2011) 1 in 4 eligible for financial help in the Marketplace lack a checking account for electronic transfers Unbanked or Under-banked Paper checks, cashiers checks, money orders, and replenishable pre-paid debit cards Other options
