HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS The priorities of the conservation service need to be in accordance with agreed under-pinning principles of conservation, with the specific reference to Cheltenham. These underpinning principles need to correspond with national legislation and Government advice and policies, as well as being corresponding with Cheltenham Local Plan and the wider Planning system.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS All the mission statements which were debated and agreed at the HELAC workshops, were broadly in accordance with the national legislation and Governments advice and policies, and Cheltenhams Local Plan.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS The analysis of the results from the Stakeholders workshops show that there is a fairly consistent choice of the high priorities of work for the conservation and heritage service, from the Conservation Community, the Business Community and Council Officers. However there are some areas of work which Councillors chose as a high priority which the other Stakeholders did not choose.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS Implementing national legislation and policies through - –Maintaining the historic environment records. –Acting as case officers on listed building applications and advising planning officers on applications for planning permission relating to listed buildings and new buildings in conservation areas. –Provide advice and evidence at planning appeals and appeals for listed building consent.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS Giving of advice for specific sites and buildings, and owners, including pre- application advice - –Advising private owners on the repair and maintenance of their buildings. –Providing pre-application advice on projects affecting listed buildings, heritage property and conservation areas. –Assist in the preparation of planning briefs for new developments affecting the historic environment. –Advise on the design of major development and regeneration sites through the property and public realm working groups of the Development Task Force.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS Enforcement and post- decision work- Monitor the implementation of approved alteration to listed buildings. Promote enforcement action against unauthorised works to listed buildings.

HELAC WORKSHOP 5 PRIORITIES OF STAKEHOLDERS In addition to the above, Councillors high priorities, are – Secure external funding for the historic environment (eg HLF) Monitor the condition of Council owner heritage properties, advise on their maintenance and produce conservation plans for them. Advise on enhancement of public realm in conservation areas including historic paving, furniture and structures.
