Regulatory body and Agencies should be involved. Advising to the EU in the R&D priorities With Active participation in EU program management and knowledge management producted by the program A clear definition, from the beginning of the research and technological priorities in the program is a key issues in the coordination A clear definition from the beginning of the capabilities needed for improving the program A clear definition of the “Strategic” knowledge management of the R&D product (The objective will be complete the National Program. All European country member will reach the scientific and technology level for resolving the waste problem according the National/EU requirement)
