Background on NO Strategy Strategy duration, 3 years i.e., 2010 – 2012 Initially focused on 3 sectors – Education (focusing on primary education) – Health & HIV/AIDS (focusing on malaria; maternal & child health; nutrition; HIV/AIDS; and psychosocial support) – Livelihoods Security (focusing on food production and utilization; household income; and water, sanitation and hygiene in emergency and recovery contexts). Half way the strategy period, WASH was recognized as the fourth sector. 2

Alignment to Child Wellbeing (CWB) Strategy Goal linked to the WVI goal which focuses on CWB. i.e., – By 2012 World Vision Uganda will contribute to the wellbeing of 1,030,000 children, their households and communities in partnerships and through sustainable approaches in supporting local and national efforts in World Vision supported communities. The NO has 5 strategic objectives, one for each sector. The other two are on advocacy and organizational effectiveness. – SO1: Increased proportion of girls and boys completing primary school education from 30% to 50% by – SO2: Increased access for girls and boys to utilization of quality health and HIV/AIDS services in WV supported communities by 2012 – SO3: Improved livelihood security. 3

NO Strategy alignment to CWB. Cont.. A number of indicators at outcome level are similar to those listed under the Compendium of indicators on measuring CWBO. But the tools for measurement are not as explicit are those listed in the compendium. ***At the time of developing this NO Strategy, clarity on measurement of CWBO/T and tools used was not relatively as adequate as is today! In June 2011, WVU engaged a consultant to strengthen our monitoring and evaluation system to: – Review the NO Strategy and generate recommendations to sharpen intended results (SOs, sub objectives and outputs) and indicators – Review indicators & tools used to track progress of various programs and generate recommendations/tools to standardise monitoring indicators & data collection tools. – Review current practices and systems used to assure data quality and facilitate reflection and learning across the organisation and generate recommendations for improvement. 4

Some CWBO are not stated in the current strategy but there are programs or interventions already targeting them e.g., parents or caregivers provide well for their children, children celebrated and registered at birth; outcomes related to the aspiration: children experience love of God and their neighbors, etc.

Conclusion Target 1-3 are appropriate to include in our pilot Target 4, can be included but our strategy indicators and targets have to be revised. There is difficult in mapping or aligning other CWBO outcomes especially under aspirations: Children experience love of God and their neighbors as well as Children are cared for, protected and participating 7
