New Rule reduces the amount of service required and the options for qualification offered under old regulation 46 CFR 12.10-3. (i.e. 2 yrs sea service in other departments, Graduation from a school ship, completion of basic training by a Cadet etc. Mariners who began their service before 03/24/14 still may qualify under the old regulations.
