22 INTRODUCTION  Supply of cooked meal started in July, Phase wise all primary schools were covered under the scheme by December,  DOE was declared as Nodal Department in September 2005 by MHRD.  All Upper primary schools in Delhi have been covered under the mid day meal scheme by

33 OBJECTIVES To improve the nutritive status of children. To encourage children to attend school more regularly and to help them concentrate on classroom activities. To enhance school attendance and to reduce gender, cast & creed discrimination.

13 NGOs were supplying MDM to the Children of Directorate of Education upto Feb w.e.f. March 2013.No. of NGOs has been increased to 33 for smooth supply of MDM in DOE. 7

88 IMPLEMENTATION Menu Menu determined by Nutrition Foundation of India and adopted by Directorate of Education is as follows:- Wheat BasedRice based 1. Atta & Besan Puri with Aaloo Curry/or Mixed Vegetables. 1.Rice Chholley with mashed vegetables added to the gravy. 2. Atta Poori with Chholley (mashed vegetables added to the gravy) 2.Rice with Sambar /Dal (with vegetables added to the gravy) 3. Suzi Halwa with Chholley3.Rice with Kadhi (with vegetables added to the gravy)

99 Display of information At the school level, following information displayed at prominent place:- 1.No of children served mid day meal in the primary & upper primary classes. 2.Name and address with telephone number of the service Provider. 3.MDM Monitoring Committee Members list. 4. Daily Menu.

10 Monitoring Measures The Principals/HOSs shall form a School Mid Day Meal Committee (SMDMC) comprising of:- a) Head of School b) Teacher In-Charge of Mid Day Meal c) Home Science Teacher/Misc category teacher (boys school) d) Minimum Three mothers of students from different classes. e) DDO of the school f) One VKS member The HOS will preside over its meetings which will be held, at least, twice a month. The HOS shall duly inform the EO/DDE/RDE about the names of the members.

School Mid Day Meal Committee will be fully responsible for monitoring the distribution of Mid Day Meal on daily basis. Essential functions of SMDMC:- a) Committee will ensure compliance of all the general instructions issued by the department. 11

b) De-seal the containers in the presence of the representative of service provider who has transported Mid Day Meal for the school children. c) Must taste and ensure that the food in all containers is fit for human Consumption as per the standards laid in the Agreement. At least, two members of the Committee will taste the food of all containers before it is distributed among the children for consumption. d) Ensure that only fresh, clean, hygienic and cooked food is served to the children. 12

e) committee will give a certificate every day as under:- “It is certified that School Level Mid Day Meal Committee members tasted the food from each container supplied under Meal in the School by (Name of the NGO…………………………. on dated……… in all containers and found fit for human consumption and was distributed to the students in the school.” (Signature of each member with name and designation). 13

f)Ensure that each student of Primary gets 200gm and 250gm cooked food on wheat and rice based menu respectively and for Upper Primary class 250gm and 375gm cooked food on wheat and rice based menu respectively. g) The Committee will also check that the Service Provider does not supply any item other than prescribed menu and no food item will be repeated in a week’s time. h) In case, the food is found to be stale/defective, it shall not be distributed but returned to the Service Provider. A written memo shall be issued to the Service Provider by the HOS with copies to EO, DDE and Mid Day Meal Branch at Headquarter, on the spot. 14

i) The HOS/Principal may impose per child (for Primary Classes) per child (For Upper Primary Classes) in case of non supply/short supply/defective/non replacement of the defective MDM. The Head of School will also have to make alternative arrangement for supply of Mid Day Meal on that day at the cost and risk of the NGO. 15

All HOSs will ensure that all the entries in the MIS Module regarding Mid Day Meal shall be filled up on daily basis. At the end of month, all HOSs/Principals of Govt./Govt. Aided schools are required to submit hard copy of the computerized report of the month (after signing), to Mid Day Meal branch with the following certificate. 16

“Certified that the cooked meal received on the days mentioned in the meal card was fit for human consumption and tasted by the members of MDM committee at school level before distribution to the school students.” The above certificate should also be signed by the Mid Day Meal incharge and Head of the school. 17

It shall be ensured that every child wash his/her hands before and after taking Mid Day Meal. Sufficient Fund is provided for the same from MME under MDM scheme. 18

All schools have to feed the Mid Day Meal data daily in web portal of Directorate of Education at Annual and monthly Mid Day Meal data on web portal developed by Ministry of HRD has to submitted at

Testing of samples Four samples are lifted by Sriram Institute for Industrial Research of each service provider two from kitchens and two from schools every month. Two samples of food grain will also be taken for testing at the time of lifting of food grains from FCI to NGO. 20

21 Public Grievance registration and redressal mechanism has been developed at school and district level for complains/suggestions/Grievances by general public and parents of the students.

Payment to NGOs –Cooking per meal for primary offered by Directorate of Education. –Cooking per meal for upper primary offered by Directorate of Education. 22

Action required in case of Incident/illness of Students Immediate medical Aid to the affected students to nearby hospital. Immediate information to concerned DEOs/EOs/DDEs and Head Quarter. Immediate information to concerned NGO. 23
