Cross-Border Infrastructure: A Toolkit Group Discussion Guide Overview of ownership policies of the Greater Mekong Subregion (GMS) countries - Who and what can they own (land, equity, other assets)? Why is ownership important to the state and to the private investor? Is ownership more important to a foreign investor than a domestic investor? What are the pros and cons to the state having a more liberal ownership policy vis-à-vis infrastructure development?
