Health & Safety Life Book AM ST p. 1 v.01 - Jan.19, 2011 Confined Space Confined Space / Permit and NON - Permit space Definition Confined space is any enclosed or partially enclosed space or spaces where movement is limited or physically restricted and that : that has limited or restricted means of entry or exit (sometimes needing a mechanical system) and is large enough for a person to enter to perform tasks and is not designed or configured for continuous occupancy or work and may have at any time an atmosphere with potentially harmful contaminants, an unsafe level of oxygen, stored substances that may cause engulfment or where there is a risk of death or serious injury from hazardous substances or dangerous conditions and that present special hazards to workers, including risks of toxic or asphyxiant gas accumulation, fires, falls, flooding, and entrapment may be classified as permit-required confined spaces depending on the nature and severity of the hazard. " Permit-required confined space (permit space) " means a confined space where one or more of following hazards are present; The potential to contain a hazardous atmosphere (AM ST 012) Not have a safe level of oxygen e.g. following a nitrogen purge The potential for engulfing the entrant A configuration that might cause an entrant to be trapped or asphyxiated by inwardly converging walls or by a floor that slopes downward and tappers to a smaller cross section Contains any other recognized serious safety or health hazards that cant be eliminated and the confined space cant be maintained in a condition safe to enter. In those cases the entry points must clearly indicate that a permit is required prior to entry. Non Permit-required confined space means a confined space that doesnt contain or, with respect to atmospheric hazards, doesnt have the potential to contain any hazard capable of causing death or serious physical harm. Safety Checks, Hazard Identifications and Risk Assessments ( HIRA) are the most important actions before entering a Confined Space

Is the place not designed for continuous worker occupancy ? The concerned space is to considered as a confined space. Is the Confined spaces above ground? ( If YES, jump the next 2 questions) Is the Confined spaces below ground? Is the open-topped spaces such as pits, or grease traps, or excavations more than 1.5 meters deep ? Are the entry points clearly marked as Confined Space and that a permit is required prior to entry ? Does a HIRA for this confined space exist and done by taking into account the hazards coming from them and the tasks to be done? Are all PPE as required before testing the atmosphere worn ? Does the potential to contain a hazardous atmosphere (AM ST 012) exist ? Does an atmosphere with potentially harmful contaminants exist in the space ? Are substances that may cause engulfment stored in the space ? Is an unsafe level of oxygen measured ? ( e.g. following a nitrogen purge) Is a confined space entry permit completed and handled out all the time prior to enter a confined space ? This document has to be used as a help before starting the work or performing a SFA
