Phase 1, months 0-3 Establishing the project organisation including detailed operational action plan, setting up local networks and focus groups, production of information, and first transnational meeting in Denmark. Phase 2, months 3-9 Further development of didactic and pedagogical principles for basic care training and digital material, first version of production, preparatory training of role models, preparatory study visits, monitoring and evaluation report, second transnational meeting in Romania, transnational orphanage community step 1. Phase 3, months 9-12 Test phase 1 in partner countries, evaluation and implementation of quality indicators, production of on location material, third transnational meeting in Spain, second transnational focus group meeting, local focus group meetings, recommendations for further development of training concepts and digital material, recommendations for further development of quality indicators. Phase 4, months Second version of production for training concepts and digital material, second round study visits, preparatory training for role models from partner countries, staff mobility plan and support, local evaluation report, improved set of quality indicators, production of project guide, transnational orphanage community step 2.

Phase 5, months Test phase 2 and reports, final version of FAIRstart model, evaluation of test activities, final set of recommendations for final model, final evaluation report on FAIRstart quality indicators, further planning of first draft of the European Qualification Framework for orphanage staff, staff mobility plan and support. Phase 6, months Fourth transnational meeting in Turkey, including local focus group meeting, discussing outcomes from phase 5. Planning of final development of training concepts and digital material, European FAIRstart conference, including networking for development of two new Lifelong Learning applications, final production and publication of FAIRstart model, staff mobility plan and support, transnational orphanage community step 3. Phase 7, months Fifth and final partner meeting in Denmark, exploitation and dissemination strategies including beyond Europe, planning of lifelong learning application, final report and recommendations for the Commission, in particular as regards the Basic Learning Ability Awareness.
