Footer (Compliance Statement) 2000 (2004) Plan 2009 Plan Services for gifted/talented students are assessed through the Texas Education Agency’s District Effectiveness and Compliance system and do not affect a district’s accountability ranking. The board of trustees of a school district or the governing body of an open-enrollment charter school has primary responsibility for ensuring that the district or school complies with all applicable requirements of state educational programs (TEC §7.028).
