Trinidad and Tobago’s UNDAF M&E Flowchart Nov 2008 TT UNDAF Outcome 1: Effective public participation in government structures at all levels Outcome 1.1. Governance Structures and Practices are more decentralized and responsive to needs at the local level. 4. Indicator: The decentralization reform has been adopted includes the new design of the corporation’s organizational structure both at the political and at the management levels. 5. Indicator: No. of joint consultations of employers and workers’ organisations that participated in labour policy discussions Outcome 1.2. Information systems established which provide data and support monitoring of evidence-based public policies, programmes and reporting obligations. 6. Indicator: A national list of social and economic indicators is available online and regularly populated. 7. Indicator: Line Ministries regularly use the database for policy planning Outcome 1.3: Creation of an enabling environment for Sustainable development 8. Indicator: Public sector budgetary allocation for ODPM. 9. Indicator: Yearly official and substantive reports on crime and violence are being published 10. Indicator: Decent work: The CSO produces data on working poor (proportion of employed persons who live on a per capita household income of less than PPP US 2 per day) Outcome 1.4. Implementation of Tobago’s Development Strategy: “Clean, Green, Safe and Serene”. 11. Indicator: Percentage of the foreseen resources for the Comprehensive Economic and Development Plan (CEPD) that have been spent according to schedule. 1. Indicator: Municipal corporations which have started to implement a decentralization policy 2. Indicator: Increase of women participating and being elected at national and local elections 3. Indicator: Number of consultations for CSOs held by the Ministry of Local Government.. Outcome 2: By 2011, Trinidad and Tobago is implementing rights- based social and economic policies that effectively empower and protect vulnerable groups. Outcome 2.1. Legislative and policy frameworks are strengthened to support a rights-based approach to development 14. Indicator: A gender-policy is adopted (Y/N) 15: Indicator: Reported cases of GBV 16: Indicator: Total number of serious crimes reported Outcome 2.2. HIV Response Is Fully Mainstreamed In All Sectors 17: Indicator: Ministries (HIV coordinators have been planned for 11 key ministries) have adopted a HIV/AIDS policy in their area, with a gender-sensitive approach. 18. Indicator: Number of HIV/AIDS testing sites on the national territory Outcome 2.3. The protective environment for children is strengthened 19. Indicator: Publicly stated government policies which provide an enhanced protective environment for children Indicator: Revised children's legislative package in line with international child rights standards is adopted 21. Indicator: A comprehensive set of gender-disaggregated indicators is adopted to monitor the enhancement of the protective environment for children. 13: Indicator: Adoption and implementation of recommendations of international policies, agreements and conventions and application of national laws. 12.
