 Those who will be affected by the SPIL  People with disabilities in your state  Statewide network of CILs  Others?

 Cooperation/Coordination Entities  State agencies represented on the SILC  Other Councils for pwds  Other public & private entities determined to be appropriate by the SILC  Chapter 2 Program

 Other service providers for pwds  Unserved/underserved populations

 Include on SPIL development team  Invite to required public meetings (during formulation of SPIL and during review of Draft SPIL)  Include in focus groups, forums, facilitated discussions, etc.

 Include Partners in:  Formulation of vision for IL in your state  Gathering input for SPIL  Development of SPIL & decision-making  Gathering feedback on Draft SPIL  Responding to feedback received

 Include Key Partners on SPIL Development Team  SILC  DSU  CILs

 All partners on the SPIL Development Team are equal:  In discussions  In formulation  In decisions

 Spend time on the Vision  Use a facilitator if needed  Respect each other  Make sure everyone has the opportunity to be heard  Negotiate  Be willing to compromise
