Presentation to AWWU Board of Directors May 1, 2013 Progress on Permitting of Liquid Waste Haulers

What we’ve concluded to date: “ For every complex problem, there is a solution that is simple, neat, and wrong.” - H.L. Mencken ( ) This is a multi-faceted issue There is no simple answer This will take time to implement fully

Purposes for a Permit Program are: Reduce potential for toxins discharge – Ensure 301 (h) variance compliance Reduce cost for sewer maintenance – Eliminate redundant handling of waste streams Ensure safe disposal practices – Responsible, environmentally appropriate waste disposal activities within MOA

A multi-faceted issue: Septage Facilities are built for…… Septage But today, those sites receive wastes from: FOG Traps, Oil Water Separators (OWS), Car Wash Traps, Porta Potty/Honey Buckets, Street Sweepers, Landfill Leachate, Solvent Traps, Vacuum Excavators (storm drain cleaning, excavations), Septic Tanks, Fire Suppression System waste, ERWWTF screenings, etc., etc., etc. And securing approval for rates to cover charges has been challenging Especially with resistant, vocal customer base

Our Septage Team is working the issue: We’re analyzing our records: We’re comparing ourselves with other jurisdictions (CH2M Hill analysis) We’ve notified haulers of of AMC Limitations (Pretreatment Ordinance) Enhancing our Pretreatment staff (to 3 FTE’s) All liquid waste haulers surveyed, and will be included in new Pretreatment permit program

To-Do’s for our team: Establish new hours of operation Provide means for on-site monitoring/data collection/enforcement Engage customer base Secure alternate disposal means for unacceptable waste streams Brief MOA Administration re: program details

To conclude: This is a multi-faceted issue There is no simple answer This will take time to implement fully (Space for Photos sites with signage) (Also need: survey form sent to haulers) (Also need: one sign to be distributed to restaurants re: FOG)…..
