This OC Meeting ● Purpose: The purpose of the Operating Committee is to advise and make recommendations to the WECC Board of Directors (Board) on all matters within the jurisdiction of WECC pertaining to maintaining reliability through the operation and security of the interconnected bulk western electric systems in the Western Interconnection.

This OC Meeting (Cont.) ● Goals:  Diligently address all approval items for the best benefit of the Western Interconnection.  Identify and address operational reliability issues of the Interconnection. ● Ballots: How we will do it. ● Conduct: cell phones, conversations, respect for others.

2009 OC Goals 1. Complete the Document Conversion Project. 2. Develop a Strategy for WSM applications (UFAS, Planning, operations, etc.) and begin implementation. 3. Develop a plan, with PCC, for Synchro-Phasor infrastructure and tools for situational awareness and operations analysis. 4. Support efforts from VGS in developing analysis, tools, and methodologies to include the integration and operation of variable generation in the West (e.g., ADI, RBC, Dynamic schedules). 5. Initiate a joint review with the PCC and update of the off-nominal frequency plan, addressing load variations.

2009 Operating Committee Goals ● By the June 2009 OC meeting each goal was to be assigned a project manager, a work plan that includes coordination with other committees, and identification of the client.

Reliability Management System (Discussion)  Do you want to recommend anything to the WECC Board of directors regarding RMS?

Joint Operating/Planning Coordination Committee Synchro-phasor Work Group ● Part of the Synchro-Phasor initiative goal ● Combines the PCC/TSS Disturbance Monitoring Work Group and the OC/OPS Wide Area Monitoring Task Force ● Composed of a balance of representation from the OC and PCC ● Jointly reports to the OC and PCC ● Rotating chair/vice chair by OC/PCC

JSPWG Charter (cont.) Purpose/Responsibilities The purpose of this work group is to  create a robust, adequate, widely available and secure synchronized data measurement exchange network for the western interconnection  with associated analysis and monitoring tools and  real-time local, sub-grid, and regional controls for better planning, operation, and improved reliability of the interconnection.

JSPWG Charter (cont.) Specific functions of the work group shall include, but not be limited to: (the fine print) ● Establish a baseline on the current synchro- phasor network, data management, use of synchro-phasor data, and on-going R&D/installation to provide WECC and senior management a clear picture of the current status of the current network in the WECC.

JSPWG Charter (cont.) ● Formulate and guide the collective WECC vision for future directions in advanced wide-area synchronized phasor measurement systems, standards and applications. Oversee development of WECC's Wide-Area Monitoring and Control (Synchro-Phasor) Business Plan that will serve as a framework for WECC's response to DOE's Funding Opportunity Announcement DE-FOA Smart Grid Demonstrations. ● Review and coordinate proposed new applications and demos with WECC members and appropriate committee entities to support coordinated advancement of these technologies. Provide technical review of proposed controllers that can have significant impact on system damping.

JSPWG Charter (cont.) ● Identify gaps in interconnection wide phasor data that must be filled to improve the reliability of the interconnection and support the application programs. Provide guideline for selection and installation of new PMU hardware & software and linkage with network. ● Serve as the focal point for interaction with entities outside of WECC (e.g. DOE, NERC, NASPI, other interconnections) on policy and standards issues related to use of synchronized wide-area measurement in North America. Maintain policies, procedures, and guidelines to meet/implement relevant NERC standards relating to performance monitoring.

JSPWG Charter (cont.) ● Coordinate with other WECC groups, such as the Disturbance Monitoring Work Group (DMWG) to make sure recommendations from the work group are consistent with the work and direction of the group and to minimize duplication of effort. ● Facilitate gathering, storage, and distribution of data from installed synchro-phasor equipment. Provide analysis of significant disturbances for frequency content and model interaction.

JSPWG Charter (cont.) ● Develop a WECC roadmap for applications that should be developed to capitalize on the use of this data to improve the reliability of the interconnection. This should include the integration of the synchro-phasor network with Balancing Area EMS computers and linkage with their state estimation programs. Identify benefits expected and development priorities. Identify research topics and communicate the R&D needs to research organizations.

JSPWG Charter (cont.) ● Improve tools for situation awareness, problem identification and early warning of system problems. Develop real-time operations and Reliability Coordinators applications; improve graphical displays and visualization of synchro-phasor data. Improve access to phasor data for off-line analysis of disturbances and major events. ● Provide estimates of funding requirements and include in committee budgets as appropriate. ● Involve Canadian and Mexican utilities and system operators in the work group activities.

JSPWG Charter (cont.) ● Pursue special assignments as requested by the WECC Board or Committees. ● Evaluate the linkage with Special Protection Schemes and research the use of synchro-phasors for controlled islanding of the interconnection to improve reliability and speed system restoration in the event of a major system disturbance. ● Evaluate use of the synchro-phasors to solve fundamental WECC system stability problems with the goal of increasing the transfer capability for major paths. ● Establish an official basis for phasor data sharing in WECC and a data sharing agreement.

JSPWG Plan  Assure there is support of the OC and PCC for the OC and PCC Chairs to establish this Work Group.  Proceed immediately to aid Synchro-Phasor efforts under way  Notify the WECC BOD  Update the OC and PCC regularly  OK?

Wide Area Measurement Communication Network Proposal June 2009 Operating Committee Meeting

Phasor Data in WECC ● In excess of a 100 PMU installations ● Most PMUs report in real time to local networks ● A few TOPs are linked at present through the WECC Operations Network (WON) ● The WON use is allowed if bandwidth utilization for all data stays below 50%

WAMS Communication Network ● Improve wide area view ● Share phasor data between TOPs for reliability purpose ● Link present participants and the Reliability Centers ● In the future this network could integrate with the proposed NASPInet

Implementation Costs ● 2009 estimated total cost $138,000 ● 2010 estimated total cost $150,000 ● 2011 estimated total cost $188,000 ● 2012 estimated annual cost $120,000 ● Annual costs jointly funded by OC and PCC

Motion? To approve the Wide Area Measurement Communication Network Proposal and recommend implementation as proposed over the next 3 years.
