Developing a Training Strategy for EWCs and SE-WCs CPC Working Group Training

Ralf Götz EBR/SE- Team IG Metall Vorstand Training Strategy – What? First discussion in SWP Background: Providing Training for EWCs and SE-WCs is key for developing the bodies and to increase influence on policy by trade unions Latest with the new EWC directive the right of training is implemented Problem: no unity in this question among our organizations Private institutes, “experts” ….. move into this market for business reasons We are loosing ground and miss a golden opportunity And what trade union like the most: the employer has to pay!

Ralf Götz EBR/SE- Team IG Metall Vorstand Training Strategy - Elements Three elements need to be taken into account when developing a training strategy for industriAll and their affiliates: Actors: who delivers or should deliver training to EWC’s and RB’s? Content: What content is needed in order to strengthen information and consulta tion rights in EWC’s/RB’s? In practice different needs are expressed in EWC’s that frequently organize training and those who are just starting to do this. The same can be said for individual EWC-members who can either be experienced or not. How can we use training as a tool to bring in our trade union agenda co ncerning certain topics (f.ex. Reach,…)? Division of tasks: who does what?!

Ralf Götz EBR/SE- Team IG Metall Vorstand Actors Etui and the trainers' network EWPCC IndustriAll EWC-coordinators national affiliates (and their networks) national training programs bilateral or multilateral training projects independent (?) consultants ETUC Other ETUFs

A. Hoffmann EBR Team IG Metall Vorstand Content Basic training about EWC legislation, intercultural communication, setting up procedures for internal functioning, influencing the agenda,... Advanced training: scenario building (what is the future of my company and how to anticipate on this as an EWC), industrial policy (green energy,...), sectoral topics (ESD,...), intersectoral topics also to prepare negotiations (stress, aging workforce, health and safety,...), …

Ralf Götz EBR/SE- Team IG Metall Vorstand Division of tasks Who has to play what role in the training of EWC as a body EWC coordinators individual EWC-members Negotiators Interested Trade Union Public

Ralf Götz EBR/SE- Team IG Metall Vorstand How to proceed? First discussion about the needs in the meeting of the CPC April Develop a strategy and a joint policy until CPC in October 2013 How should the time in between be spent?.....

Ralf Götz EBR/SE- Team IG Metall Vorstand We need your help and participation! Analysis (very brief and hopefully also with the help of EWPPC) At national level: What do you offer for Coordinators EWC-bodies Members of EWCs With whom do you cooperate? What subjects do you train? What is needed? And also the help of the secretariat is needed!
