WMO Outline  What is WIGOS  Why WIGOS  Key Areas  Implementation  Observing Practices & Procedures  TOR of ET-ABO and WIGOS related Tasks

What is WIGOS?  A future framework for coordination and evolution of WMO observing systems and contributions to co-sponsored observing systems;  A WMO priority;  It is about doing more & better with what we have now … for better service delivery;  It is change management process.

WIGOS Framework  At its simplest, the WIGOS framework is about:  Documenting and implementing standard and recommended practices and procedures in making and sharing observations,  Coordination and collaboration for efficiency and effectiveness,  Integration and interoperability in all senses,  Timely delivering observations that meet user needs in a way they can use them,  Empowering NMHSs

WIGOS Vision  Coordinated, comprehensive, reliable & trusted observations for WMO & Partners;  Addressing, in a cost-effective and sustainable manner, the evolving observing requirements of Members in delivering their weather, climate, water and related environmental services;  Enhanced coordination & cooperation at global, regional/sub-regional and national levels for the benefit of society.

What do we mean by interoperability?  Ability to access, combine or compare observations from one source or system with those from another  To achieve this, we need:  Metadata (WIGOS)  Standards  Regulatory material  Interoperability is key to turning observations into effective data, products and services that meet real user needs

Why WIGOS?  Challenges – how to response to:  Disasters  Climate change  Resource pressures  Advances (scientific and technical):  Observing technology (improvements/new)  Numerical modelling and data assimilation  Capacity to access and use observations in decision making

Why WIGOS?  Shortcomings of the current situation:  Obs. networks/systems not sustainable,  Design and planning not coordinated,  Obs. standards not respected (lack of compliance),  DBs not integrated (inconsistent, not compatible) including those of metadata,  Considerable deficiencies in QMS,  Further uncoordinated development of the present observing systems/networks with their deficiencies will not allow Members to adequately meet challenges of the future

To oversee, guide and coordinate WIGOS To facilitate and support the operation of WIGOS To plan, implement and evolve WIGOS component systems To ensure supply of and access to WIGOS observations Management of WIGOS Implementation / operation Collaboration with co- sponsors and partners Communications and outreach Quality Management Standardization, interoperability & compatibility Operational Information Resource Capacity Development Design, planning and optimised evolution Data discovery, delivery & archival Observing system operation & maintenance WIGOS Key Areas

WIGOS Implementation  To achieve the WIGOS Vision, the WIGOS framework shall be implemented to enable the integration, interoperability, optimized evolution and best-practice operation for  WMO observing systems, and  WMO’s contribution to co-sponsored systems.  WIGOS will use and exploit the WMO Information System (WIS) to allow continuous and reliable access to an expanded set of environmental data and products, and associated metadata.

WIGOS Implementation  will not fix all problems of current national/regional observing systems/networks;  will lay down the framework – to allow Members to start addressing the current problems in a:  systematic,  coordinated,  sustainable,  efficient & effective way.

Role of TCs  To incorporate WIGOS implementation activities in their work programmes;  To guide the technical aspects of WIGOS implementation;  To provide technical guidance and advice to Members and RAs;  To develop guidance for the design and evolution of observing components of WIGOS;  To develop standards to support WIGOS;  To update WMO regulatory material, including development of the Manual on WIGOS;  To provide the technical lead for WIGOS through the CBS and the CIMO;

Observing Practices & Procedures  Standards and recommendations for instruments and methods of observation - all aspects of observations and observing systems:  establishment and installation;  management and operation;  maintenance, inspection and supervision;  delivery & sharing of observations and metadata;  data and metadata management (collection; processing, QA/QC, monitoring, remedial actions/fault procedures, …)  Documenting known quality is key.

TORs of ET-ABO and Tasks  WIGOS relevant TOR:  Development and maintenance of the QMS for aircraft observations;  Scientific and technical development and maintenance of the aircraft observing system;  Enhancement and optimization of the aircraft observing system in line with the requirements of Members and CBS guidance (EGOS-IP);  Training and outreach activities to support promotion and further development of the aircraft observing system;  Support to the Chairperson of OPAG-IOS on the implementation of the WIGOS framework and its operational aspects.  Contributions to development of:  WIGOS RM (standards, recommendations; best practices) (5, 6, 27)  WIGOS Metadata standards and implementation guidance (3)  WIGOS QMS (5, 6)  WIR (26)  Training material and guidelines (20)  Assistance to Members in WIGOS implementation
