3 Features Unprecedent epidemiological behaviour of an avian influenza strain (H5N1 asian strain) Two ways of transmission: - commercial - wild birds (mainly aquatics) Other animals species not significant in the epidemiology and spread of the virus.

4 Features (cont.) Length of the cycle of the strain in wild birds is still unknown Risk of endemicity in domestic birds in more than 100 countries where governance and resources do not comply with international standards Risk of re- infection of wild birds from domestic poultry

5 Priorities to be addressed by international community To support developing and in transition countries already infected to control the virus in domestic animals - emergency plans design and implementation - early detection and rapid response mechanisms - vaccination where relevant To support these countries to put in line governance, legislation, infrastructures and human and financial resources of Veterinary Services with international standards on evaluation and quality

6 Priority actions Global Level economical surveys and definition of global policies and standards alliances and partnerships with relevant technical and financial international Organisations, stakeholders from private sector (including farmers) and consumers relations with mirror regional fora promotion of the International Public Good component of the programmes to be promoted worldwide communication policies World Animal Health and Welfare Fund

National Level Both short and medium term actions need to be addressed together Emergency actions including provision of high quality vaccines where relevant Evaluation of needs and gaps on governance, using PVS evaluation instrument Outputs of evaluation to be used by governments and donors to design short and medium term national programmes These investments must be considered as global public goods in the context of globalisation of pathogens They will be relevant for prevention and control of all emerging and re-emerging zoonoses
