25th Session of the Technical Consultation among Regional Plant Protection Organizations Colonia, Uruguay, Aug APPPC Update Yongfan Piao Executive Secretary of APPPC Secretariat

I. Inputs to the Development of ISPM  APPPC Regional Workshop (13 th ) for the Review of the Draft ISPM in 2012 (3-7 Sept., Korea): 14 countries - Provision of technical resources by the NPPOs for the phytosanitary info page - Fulfillment of reporting obligations in the IPP - IPPC national phytosanitary capacity development strategy  14th Regional Workshop for the Review of the Draft ISPM in Korea again in 2013 (28 Oct.-1 Nov.)  APPPC pre-CPM8 in Rome (7 April 2013)

 Global symposium on pest surveillance (29 Oct.-2 Nov. 2012, Korea) - 50 experts from 28 countries including representatives from 7 FAO regions - produced framework of manuals as base materials for development of manual guides for implementation of ISPM6 - included chapter headings with additional outline materials - contribute to IPPC IRSS program

II. Development of RSPMs  The APPPC SC meeting (30 July-3 Aug. 2012, Thailand): review and consolidated drafts RSPMs  “Approval of Irradiation Facilities” and “Approval of Fumigation Facilities” were approved to circulate to member countries for consultations (12 Oct followed by submission to the 28 th Session for adoption  “Minimizing pest movement by machinery moved in international trade” was postponed to develop  The paper on “Importation Requirements for Hevea Plant Material” –included in RSPM7 as an Appendix as advised by the 27 th Session (IAEA experts’ inputs to the development of RSPMs)

RSPMs - “Approval of Irradiation Facilities” Provides guidelines to the NPPO for the facilities irradiating commodities for phytosanitary purposes -“Approval of Fumigation Facilities” Provide a guidelines on managing the requirements for fumigation facilities Describe the roles and procedures that need to be in place for effective fumigation and provide guidance to the NPPO on the regulatory systems

III. Information Exchange among APPPC Members  Update /migration of APPPC website  Quarterly based monitoring on update status of country page (reporting obligation)  Summary of update status of each country were sent to members for their reference and reminder to accelerate follow up actions for update countries’ web pages

IV. Capacity building in implementation of ISPMs  Training workshop on diagnostics of SALB - Collaboration with the Brazil NPPO on the workshop (Sept. 2013) 8 participants from 3 countries will be trained in Brazil  Training Workshop on ISPMs for ASEAN countries in 2013  Training on spread prevention and control of apple snail (Pomacea spp) in rice (3-7 Dec. 2012, Malaysia) - discussed the control strategies - presented the various methods to control Pomacea spp. i.e. -developed an action plan (research, capacity building, communication and infor-exchange) and management strategy -drafted national awareness programmes, control measures and collated reference materials

2. Capacity Development (Cnt’d)  Management of cassava pink mealybug in the Greater Mekong Subregion - Extensive technical support was provided through the regional technical cooperation project (TCP/RAS/3311) - improvement of mass production methodology of biocontrol agents - training of extension staff on mass production of the wasp, A. lopezi introduced - field surveillance and establishment of GIS database - enhancement of capacities of conducing FFS for effective management of the mealybug

2. Capacity Development (Cnt’d)  Training workshop on biological control (25 Feb.-2 Mar in Thailand) - shared Thailand experiences, discussed opportunities and challenges for production and sustainable application of BCA - explored best options to improve the access and application of BC by IPM farmers (techniques of mass rearing in the lab, filed release, field monitoring and evaluation of effectiveness, etc.) - discussed development of the training capacity among IPM facilitators in identifying specific BCA - expected promotion of regional network for collaboration on biological control

 STDF/PG/329 – Beyond compliance: on an integrated systems approach for pest risk management in SE Asia -collaboration with Imperial College London (IC), Queensland University of Technology (QUT) -Malaysia, Philippines, Vietnam, Thailand and Indonesia NPPOs -CABI-SE Asia Update: Case study have identified production chains and intervention points concerned (for Jackfruit, Banana, Orchid and Dragon fruit), which is essential to implement an innovative Control Point - Bayesian Network (CP-BN) modelling approach to develop the Systems Approach for case studies  Vietnam and Laos -in process of review and amending relevant law/regulations of plant protection with assistance of FAO programmes
