Outcomes –WG agreement on WMO Cap/Dev process (8 Steps, emergency case) –Development of WMO SWOT for Cap Dev –Support for tools to manage CD and monitor baseline and progress (ROM, CPDB, Survey, etc) –Support for strengthening program elements (RO, LDCs, ETR, RMO), –Special focus on 2 priority areas (GFCS and WIGOS: regional aspects) –Basic approach to draft CDS –Proposals to EC on Terms of Reference, governance of CD
