Georgia EPD – Air Protection Branch Public Meeting Yellow Pine Energy Proposed Power Plant April 7, 2009 Eric Cornwell – Acting Permit Program Manager

Proposed Project 110 MegaWatts (~70,000 homes) –One tenth of Longleaf (1,200 MW) –Approx. equal to Ga.Pacific-Cedar Spring’s power boiler capacity Biomass (wood) fired- no coal allowed –Test burn of TDF –Startup with propane, low-sulfur fuel oil

Plant Location: Hwy 39 near Early County Line

Former “Omnivest” site

Air Permit Requirements A new power plant is subject to many requirements under the Georgia Air Quality Act. Two of the main requirements include: –State of the art air pollution controls for the regulated air pollutants resulting in the most stringent emission limits possible that the power plant can be expected to achieve. (BACT) –Air Quality Analysis demonstrating that the proposed emissions from the power plant will not cause or contribute to a violation of an Air Quality Standard.

Other Biomass-fired boilers in Georgia Georgia Power - Plant Mitchell – Albany: Proposed modification of existing coal boiler to burn biomass. Georgia Pacific-Cedar Springs (all paper mills) burn scrap wood to generate energy for processes. Four other permitted biomass-fired power plants of similar size in North Georgia.

Status of State Environmental Permitting Solid Waste: EPD waiting on information The major SW permitting steps that remain are: 1. Completing the site assessment- Yellow Pine 2. Drafting site limitations - EPD 3. Preparing a Design and Operation Plan based site limitation and requirements of SW Management Rules - Yellow Pine 4. Review of D&O Plan - EPD 5.Addressing D&O review comments - Yellow Pine 6. Drafting permit - EPD
