Erasmus Mundus II Programme Objectives 1. to foster cooperation between higher education institutions and academic staff in Europe and third countries with a view to creating poles of excellence and providing highly trained human resources; 2. to contribute to the mutual enrichment of societies by developing a pool of well-qualified, open-minded and internationally experienced young women/men through promoting mobility for the most talented students and academics from third countries to obtain qualifications and/or experience in the European Union and for the most talented European students and academics towards third countries; 3. to contribute towards the development of human resources and the international cooperation capacity of higher education institutions in third countries through increased mobility streams between the European Union and third countries; 4. to improve accessibility and enhance the profile and visibility of European higher education in the world as well as its attractiveness for third-country nationals.

Erasmus Mundus II Programme Design - Actions Action 1:Erasmus Mundus joint masters and doctoral programmes of outstanding academic quality, including a scholarship scheme -> objectives 1 and 2 Action 2:External cooperation window: partnerships between European and third-country HEIs in specific regions as a basis for structural co-operation, exchange and mobility at all levels of higher education -> objective 2 and 3 Action 3:measures enhancing the attractiveness of Europe as an educational destination -> objective 4 Action 1 and 3 €493 MIL, Action 2 €460 MIL

Programme Design – Action 1 Integrated masters courses also including 3. country HEIs as degree awarding – new! Joint degrees will be prioritized Interships encouraged Masters Courses: annual flat rate of 30,000 Integrated doctoral programmes – NEW!  Inter-disciplinarity and innovation, participation of industry, research centres etc in consortia  Use of employment contract for grantees encouraged  Possibility of a preparatory year Doctoral Programmes: annual flat rate of 60,000

Scholarships – Action 1 – Novelties Full-study scholarships for third-country students (master + doctorate-NEW!)  Students having received an EM scholarship at masters level are also eligible  Third-country masters students: 21,000/y, doctoral students: 23,000/y (stipend) or 40,000/y (employment contract) Full-study scholarships for European students (master + doctorate) – NEW!  Mobility to third country obligatory if third countries are included in consortia  European masters students: 15,000/y, European doctoral students: 30,000/y (employment contract) Short-term scholarships for third-country and European scholars Third-country and European scholars for masters courses: 14,500/3 months

Programme Design – Action 2 External cooperation window: support for large consortia between HEIs in Europe and specific third countries Full-study or partial scholarships for third-country and European nationals. Bachelor, master, doctorate and post- doctorate and for HE staff (training and/or research) Varying lengths of scholarships (up to 3 years) Use of Erasmus mobility features and instruments Definition of national & regional priorities Support for socio-economically disadvantaged groups and populations in a vulnerable situation
