HYDINFRA is Mn/DOT’s Hydraulic Infrastructure Database

HYDINFRA’s Purpose: Manage information about storm drainage system components, including: Pipes Hydraulic Structures Special Hydraulic Structures Ponds Structural Pollution Control Devices (SPCDs) Ditches Outfalls Illicit Discharge

Inputs for Mn/DOT’s Illicit Discharge Data Development: AMEC/Bonestroo’s Illicit Discharge Data Form for Mn/DOT Metro’s MS4 Permit CWP’s IDDE Guidance Manual MS4 Permit, Page 9

MS4s must develop, implement and enforce a program to detect and eliminate illicit discharges (with bmps and goals): With a storm sewer map that has: Ponds, streams, lakes, wetlands in our system SPCDs in our system All Pipes with 24” diameter at minimum but “all conveyances” is requested. Outfalls – outlets to others’ storm systems (not diffuse flow) Prohibit non-stormwater discharges and enforce. Program to “detect non-stormwater discharges including dumping” Inform employees, business and public of hazards of improper waste disposal and illegal discharge. (Other mostly clean waters sources are not included unless identified as a problem. Residential car washing, street washing and fire-fighting water plus cleaner water sources aren’t included in illicit discharge.) MS4 Permit Requirements for Illicit Discharge, pg 9 of permit

Illicit Discharge is a discharge or deposit of polluting materials, liquid or solid, that can be transported to natural waterways. Leo: knowingly or unknowingly. Leo’s example: a person who didn’t know that wash water from multiple cars is a problem.

How Mn/DOT is Inspecting for Illicit Discharges

Illicit Discharges to Mn/DOT: Look for: Unexpected pipes coming into the highway storm drain system. Pipes flowing when storm drains shouldn’t be. HYDINFRA can also record deposits of dumped or otherwise deposited polluting materials.

Trimble GPS Units

If Mn/DOT Inspectors find an Illicit Discharge: Report it to Area Maintenance Supervisor within 24 hours for follow-up. Accidental chemical spills by trucks are not reported as Illicit Discharge, but are logged by Dispatch and forwarded to MPCA Duty Officer and cleaned up by trucking company’s contractor. Mn/DOT Maintenance does emergency containment.
