Response rates  100% response for 2005/6 – Excellent!  Quarter /7: Returns to level 30 by 30 th September 5 th October, 91%.

BVPIs  Defra, DCLG & the Audit Commission formally agreed to the principle of WDF being used for BVPIs 2006/7 onwards in September.  BVPIs 82a-d, 84, 86, 87, 91a,b in scope  Calculation to be done within system.  Aim: minimum system changes, maximum benefit to all =>WDF as ‘one-stop-shop’.

Question changes  Refined Question 18 to enable voluntary separate reporting of hh and non-hh recycled tonnages (for 82a and 82b).  New optional question 69 for reporting hh tonnages to landfill and energy recovery (for 82c and 82d)  Opened Q11 to WDAs to record non-hh recyclate

BVPI reports  In development ; w/c 23 rd October delivery.  Options for format discussed under development.  An example…

New Guidance  On website under datasets/downloads  Flow diagrams showing how each BVPI is calculated for each type of authority.  FAQs. Can develop more if needed.

BVPI 82a – Unitary Authority BVPI 82a – Percentage of household waste arisings which have been sent by the Authority for recycling Rubble is excluded because it is not household waste. Compostable wastes excluded as they are covered in 82b. Rejects are excluded. Reuse is excluded. 1.Sum of tonnages sent for recycling (collected - rejected) from Q10, Q12, Q16, Q17, Q33 and Q34, for all material types excluding rubble, green waste and other compostable waste. Recycling rejects from Q19 need to be excluded. Ratio of household waste sent for recycling but rejected calculated as a proportion of all recycling but excluding rubble, green and other compostable waste categories (Total from steps 1 and 2)/(total from steps 1 and 2 plus Q11 excl. rubble, green, other compostables and rejects, plus Q18 total minus household i.e. non-household recycling tonnage) *Q19 rejects for household dry recycling categories i.e. excl. rubble, green and other compostable wastes. 3.A proportion of rejects in Q19 attributable to amount collected from household source What the indicator measures: Numerator Exclude household waste collected through other means for composting (82b) 2.Q18; household recycling tonnages from skips and other methods Deduct MRF rejects that are due to co-mingled tonnages collected from household sources. Some MRF rejects may be from non- household sources & need to be excluded: Q58 all rejects * (co-mingled tonnages, net of rejects, from Q10, Q12, Q16, Q17, Q33, Q34)/(all co-mingled tonnages, net of rejects, from Q10, Q11, Q12, Q16, Q17, Q33, Q34) 4.MRF rejects in Q58 from household sources Include household waste diverted for recycling from pre-treatment processes in Q56, Q57, Q59, Q60, Q64, Q65. Some tonnages diverted for recycling may come from non-household sources which need to be excluded Residual household waste adjustment factor: % household calculated from new Q69 OR if not answered; ratio of total residual household waste collected in Q23 to total municipal waste in Q23 5. Tonnages diverted for recycling from Q56, Q57, Q59, Q60, Q64 and Q65 multiplied by residual -household waste adjustment factor How the numerator and denominator are calculated using WasteDataFlow is summarised below setting out the questions data is drawn from.

BVPI 82a – Unitary Authority Denominator 1. Total tonnage of household waste collected for recycling from Q10, Q12, Q16, Q17, Q18 (household waste column), Q33 and Q Total tonnage of residual household waste from Q23 Excludes rubble and re-use. Material rejected is not deducted as this is part of the total household waste arisings. All collected household waste, CA site household, separately collected healthcare waste & gully emptyings.

Overview of calculation method  84: total hh waste = collected for recycling (10, 12, 16, 17, 18hh, 33, 34), excl. rubble & reuse, plus residual from households in Q23. For WDAs includes WCAs recycling, and Q14 WDA recycling. Also forms denominator for 82.  82a,b; tonnages sent for recycling/composting (net of rejects) from Q10, 12, 16, 17, 18 (hh only), 33, 34, excludes rubble & reuse. Minus MRF rejects (% due to hh). Minus Q19 rejects (% due to hh).

Overview of calculation method…  82c; [inputs to Q54 and Q57 plus RDF produced in Q56 plus diverted for energy recovery from other routes (59, 64, 65) minus diverted for recycling from Q57]* %hh waste for energy recovery (Q69 or Q23 ratio) plus recycling rejects to energy recovery.  82d; [inputs to landfill, 51, 52, 53, plus diverted for landfill from other routes (56, 59, 60, 64, 65)]*%hh waste for landfill (69) plus recycling rejects to landfill.

Overview of calculation method…  84a – total hh waste/population from Q1, (to be updated)  86; net total collection cost Q31. No. hh in Q2.  87; net total disposal cost Q32. Total MSW=all Q23 plus all recycling tonnages (including WCAs for WDAs)  91a; at least one recyclable – total of Q7  91b; at least two recyclables – from Q7 (sum of 2, 3, 4+).
