2 A recap A Market Position Statement (MPS) is a document to help the market plan its future role and function It supports the Care Bill’s requirement for Local Authorities to “promote the efficient and effective operation in its area of a market in services for meeting care and support needs” It is produced by the local authority, with partners, to inform the whole market, regardless of funding source Outlines future supply and demand, market opportunities and future care models It is part of an ongoing engagement process between SCC and the market, and is an organic document!

Where are we now? A first draft has been produced! Following the best practice advice from the IPC it is relatively short (28 pages in total), but is intended to clarify our overall approach to our market and what we understand the future challenges and opportunities are The document is currently being reviewed by Surrey County Council staff, and is being examined nationally by the Institute for Public Care 3

Next steps Once we have responded to internal feedback, and guidance from the IPC, we will publish the Market Position Statement as a draft document for you to review! We’d be keen to have your thoughts on: The Market Position Statement’s contents and messages How principles of the document could be put into practice What else you’ll need from us to identify specific market opportunities How to fill in gaps in market intelligence and develop more local data 6
