Discharging Shipper AMR responsibilities at DM sites Gareth Evans on behalf of Total Gas and Power Ltd

Transporter DM UNC Obligations  Transporters required to supply Daily Read Equipment at mandatory DM sites.  "Daily Read Equipment "is equipment, of a design and standard of manufacture specified (consistently with any Legal Requirement) by the Transporter…..which enables Meter Readings to be obtained by the Transporter remotely at set intervals.“ (UNC TPD M4.1.1 )  It does not explicitly require hourly transmission.

Shipper Licence Obligation (1)  However for Shippers, the licence is more specific, namely that  SLC …an advanced meter is a Gas Meter that, either on its own or with an ancillary device… Provides measured gas consumption data for multiple time periods, and is able to provide such data for at least hourly time-periods; and Is able to provide the licensee with remote access to such data.

Shipper Licence Obligation (2)  The licensee must ensure that a Customer…..has timely access, on request, to the data provided by that meter.  As from 6 April 2014, the licensee must not supply gas to any relevant premises other than through an advanced meter.

Issue  Shipper and Transporter obligations are not completely consistent.  In absence of knowing the capabilities of Transporter DM equipment, Shippers do not know if DM sites are compliant.  Lack of knowledge means that Shippers are looking to install parallel AMR devices on DM Sites.  This causes issues as DM or AMR kit is removed/disabled and seems inefficient.

Solution  Likely that technology being used, or is going to be used, by the Transporter fulfils the requirements of  In order to avoid duplication of installation at DM sites it seems worthwhile for the Transporters to confirm how much of their DM equipment currently fulfils the licence requirements; and if some sites do not meet the current requirements, will sites fulfil the licence conditions by 6 April 2014.

Next Steps  Transporters confirm that their DM equipment complies with SLC12.22
