A New Collaborative Approach City of Regina and RM of Sherwood have been redefining their relationship since the Sherwood-Regina Planning District was dissolved in Discussions led to both City and RM Councils developing and endorsing an MOU framework, agreement on boundary alteration and complementary growth plans.

RM of Sherwood & City of Regina MOU

Memorandum of Understanding (MOU) The MOU serves as a mechanism for the RM and City to engage in collaborative planning in the “Joint Planning Area”. The MOU outlines terms of reference guidelines, objectives, and purposes of the agreement and establishes three inter-municipal working committees.

Joint Governance Committee The "Sherwood- Regina Governance Committee" (SRGC) will focus on building an effective governance relationship and share general regional development information and ideas. Comprised of each municipal Council, the Mayor and Reeve.

Joint Admin and Technical Committee The "Sherwood-Regina Administrative and Technical Committee" (SRATC) will address and collaborate on larger regional issues and policy matters in the Joint Planning Area and, where appropriate, make recommendations to the SRRDC (Governance Committee). Comprised of Administrative staff persons (City Manager, RM Administrator, RM and City Planning Directors or delegates) or consultants from each municipality

Joint Regional Development Committee The "Sherwood-Regina Regional Development Committee" (SRRDC) will deliberate on regional matters referred or considered by the SRATC (Admin and Technical Committee). Comprised of two Council members from each respective municipality, the City Manager and RM Administrator.

Mediation More recent mediation in the summer/fall of 2013 has focussed on each municipality’s respective growth needs. A proposal for complementary annexation resolution and tax loss compensation being brought forward for consideration by the RM and City Council’s on Nov 6, Agreement on complementary OCP wording.

Collaborative Planning Area The RM and City have identified a special “Collaborative Planning Area” or CPA adjacent to city limits in the southeast. The intent is to achieve development that reflects the highest and best use of the land over the long term that mutually benefits both municipalities and the region. A new innovative approach that could serve as a model for inter-municipal collaboration. A joint City-RM concept plan will be created for the CPA.

Summary The RM of Sherwood and City of Regina are forging a new relationship that is built on collaboration and respect. The MOU provides the collaborative framework that has been missing. The City and RM have made great strides forward to work together and plan for the sustainable growth of the region. There is still a lot of work ahead to achieve this shared vision.

Next Steps Setting up the three inter-municipal working groups under the MOU. Continued open dialogue about relationship building, land use planning, shared servicing, etc. through the joint City-RM committees. Working together on a joint concept plan for the Collaborative Planning Area.
