Independent Health Facilities: Setting the Context Presentation to IDCA Presented by: Sandy Nuttall Diagnostic Services & Planning Branch Date: September 20, 2013

2 Agenda Today is an opportunity to discuss with you: oGovernment’s role in setting direction for the health care system oHow we can work effectively together in an evolving health care landscape  Speciality Clinics  IHF Policy Relocation Policy Changes Payment Integrity Program for IHFs

3 Government plays a key role in setting the policy direction for the care health system

But formulating policy direction cannot happen in the hallways of government acting alone.

Formulating government policy is a complex undertaking and requires working with health care system leaders to deliver a sustainable health care system 5 Government’s Areas of Influence Remove Barriers - Policy - Regulatory - Funding Provide Direction - Provincial expert groups - Local leadership Health Strategies - Enable strategies that blend health and social needs Thought Diversification - Engage diverse entities in conversation – stepping outside the “comfort zone” - Incent new models of care in the community Integrated Policies - Policies that: capitalize on new technologies; promote quality; and enhance productivity to drive better health outcomes

Your leadership is the key to successful policy development and implementation Over the past few years, health executives and physician leaders have demonstrated an ability, a capacity and a willingness to collaborate and make change happen on behalf of their communities. Sharing the same vision for the future of the health system has and will continue to be a critical success factor driving collaboration. 6

In sharing the same vision, we are speaking with you today about specific initiatives that involve you and your leadership in development and execution A mix of service delivery models to provide care across the continuum: Quality care that can be safely and efficiently delivered in community settings Pearl will speak to you about the work the ministry is doing on Specialty Clinics, and the potential future role of IHFs Nora will outline some policy changes that aim to ensure appropriate distribution of services for patients Keeping pace with rapid change: Evidence, innovation and changing patterns of practice present an interpretive challenge for payment schedules and billing codes George will outline an approach the IHF program is taking to assist with this challenge
