Principles - Land Supply – Maintain an optimally balanced land supply in developed and developing areas that ensures capacity for growth, consumer choice and competitive residential markets while also ensuring that The City can provide services to support the development of complete communities. ISC: Unrestricted 2

Principles - Monitoring and Analysis – Make strategic growth decisions based on a foundation of timely and rigorous monitoring and analysis of growth trends, costs and benefits. 3

Principles - Sequencing and Prioritizing – Prioritize growth for developed and developing community areas according to criteria that take into account The City’s strategic interests, the logical, efficient and economical provision of services and community and landowner interests. ISC: Unrestricted 4

Principles - Financing and Funding – Establish fair, appropriate and strategic funding mechanisms that share the costs and risks of growth equitably amongst all stakeholders. ISC: Unrestricted 5

Principles - Budgeting – Provide services required for complete communities by coordinating capital and operating budgets with planning decisions, aligning budgets across City departments and by using those budgets strategically to provide certainty to The City, developers, builders & residents. ISC: Unrestricted 6

Principles - Service Delivery – Define levels of service appropriate to different growth areas (e.g., developed, developing, activity centres, corridors) and the threshold and resources necessary to achieve them. – Should the City allow development to begin in a new community if it means a lower standard of service would be needed? – Please comment.
