Who is the Cooperative Purchasing Group of Waterloo Region? The Cooperative Purchasing Group of Waterloo Region (CPGWR) represents tax-supported institutions and commissions within and around the Regional Municipality of Waterloo. We are Diverse and Driven! Currently, the CPGWR has 26 participating agencies. The CPGWR agencies also collaborate with the Guelph Cooperative and the Halton Cooperative Purchasing Group.
