I WOULD LIKE TO SAY A FEW WORDS ABOUT THE MPAT INITIATIVE TO INCREASE THE CAPABILITY OF MULTINATIONAL FORCE (MNF) OPERATIONAL HEADQUARTERS STAFFS AND PLANNERS. ADDITIONALLY, I WILL PROVIDE AN OVERVIEW OF THE MPAT STAFF PLANNING WORKSHOPS (WHICH WE CALL TEMPEST EXPRESS). WE INVITE ALL NATIONS PARTICIPATING IN MPAT TO HOST AND CO-SPONSOR WITH USCINCPAC MPAT WORKSHOPS. Facilitating the Planning Process

I WILL DISCUSS THE FRAMEWORK FOR THE MPAT INITIATIVE AND CURRENT PLANS FOR CONTINUED MPAT CONCEPT AND SOP DEVELOPMENT. I SOLICIT YOUR QUESTIONS AND COMMENTS. WE FEEL THIS INITIATIVE COULD BE AN IMPORTANT CAPABILITY BUILDER FOR THE ASIA-PACIFIC REGION...BUT NEEDS THE BENEFIT OF EVERYONE’S PERSPECTIVE AND INPUT SO THAT THE MPAT CAN CONTINUE TO EVOLVE INTO A PROGRAM THAT PROVIDES THE MOST BENEFIT TO ALL. Collaborative Planning – ODYSSEY

What is MPAT ? A cadre of military planners from nations with Asia-Pacific interests capable of rapidly augmenting a multinational force (MNF) headquarters established to plan and execute multinational coalition operations in response to military operations other than war (MOOTW) / small scale contingencies (SSC). THE MPAT INITIATIVE IS BEST SUMMARIZED AS AN EFFORT TO INCREASE MULTINATIONAL FORCE (MNF) AND COALITION TASK FORCE (CTF) OPERATIONAL LEVEL HEADQUARTERS STAFF CAPABILITY, ESPECIALLY IN PLANNING EXPERTISE, TO SUPPORT MULTINATIONAL MILITARY OPERATIONS WITHIN THE REGION. THE GOAL IS TO BUILD A CADRE OF STAFF OFFICERS FROM THROUGHOUT THE REGION WHO CAN BE CALLED UPON, PARTICULARLY DURING AN INITIAL CRISIS RESPONSE, TO DEPLOY TO AND AUGMENT A MULTINATIONAL FORCE HEADQUARTERS STAFF. MPAT PROVIDES THESE PLANNERS PERIODIC OPPORTUNITIES TO DEVELOP COMMON STAFF PLANNING PROCEDURES AND TO HONE THEIR REQUISITE SKILLS AS MULTINATIONAL PLANNING EXPERTS. SIMILAR TO THE POL-MIL PROCESS USED TO REQUEST TROOP CONTRIBUTING NATION SUPPORT, A HOST NATION, A MULTINATIONAL FORCE “LEAD NATION” OR THE UN COULD REQUEST NATIONS TO PROVIDE THEIR MPAT EXPERIENCED PERSONNEL FOR MNF HEADQUARTERS STAFF AUGMENTATION KNOWING THAT THESE OFFICERS, BY VIRTUE OF THIS EXPERIENCE, CAN FACILITATE THE RAPID STANDUP OF THE HEADQUARTERS AND ITS INITIAL PLANNING EFFORTS.

MPAT Vision The MPAT program provides periodic opportunities for a small group of military crisis action planners from nations with Asia-Pacific region interest to get together at workshops where they (1) build personal and professional relationships, (2) become familiar with each others’ national planning doctrine / standing operating procedures (SOP) / Tactics, Techniques, and Procedures (TTP), and (3) become proficient in forming multinational operational level, CTF HQs and common crisis response planning procedures. IN SUMMARY THIS IS THE MPAT VISION. THE MPAT PROGRAM WILL PROVIDE PERIODIC OPPORTUNITIES FOR A SMALL GROUP OF PLANNERS FROM THROUGHOUT THE ASIA-PACIFIC REGION TO GET TOGETHER AT WORKSHOPS WHERE THEY WILL GET TO KNOW EACH OTHER, BECOME FAMILIAR WITH EACHOTHERS DOCTRINE, AND BECOME PROFICIENT IN COMMON CRISIS RESPONSE PLANNING AND MNF HQs PROCEDURES.

MPAT Goals Improve Interoperability and Multinational Cooperation Reduce Crisis Response Time and Increase Planning Effectiveness Strengthen MNF Command & Control, and Communications & Information Systems Procedures Become Familiar With Common Standing Operating Procedures (SOP) for MNF / Coalition Task Force Headquarters Develop MNF Integration SOP to Assist Transition from a JTF to a CTF DURING CRISIS RESPONSE IT IS IMPORTANT TO HAVE PROCESSES THAT FACILITATE RAPID, EFFICIENT REGIONAL RESPONSE CAPABILITIES. MPAT PROVIDES A MECHANISM THAT CAN HELP ENHANCE REGIONAL INTEROPERABILITY AND COOPERATION. THE ULTIMATE GOAL IS REDUCED CRISIS RESPONSE TIME AND INCREASED CTF HEADQUARTERS EFFECTIVENESS. IMPROVED COMMAND, CONTROL AND COMMUNICATIONS, AS WELL AS FAMILIARIZATION WITH COMMON OPERATING PROCEDURES. THE MPAT PROGRAM WILL PROVIDE PERIODIC OPPORTUNITIES FOR A SMALL GROUP OF PLANNERS TO DEVELOP LASTING RELATIONSHIPS, BECOME FAMILIAR WITH EACH OTHERS DOCTRINE/SOP/TTP, AND BECOME PROFICIENT IN A COMMON SET OF CRISIS RESPONSE STANDING OPERATING PROCEDURES.

The MPAT Concept Primary Function Scaleable to contingency National Contributions Operational Planners Size: Tailored based on mission Primary Function Planning Augmentation for MNF/CTF Staff May include expertise in - Ground - Legal - Air - Log - Sea - Medical - Comms - Eng - Intel - Etc. ALL ASIA-PACIFIC NATIONS WHO DESIRE TO PARTICIPATE ARE INVITED TO IDENTIFY THEIR AREAS OF NATIONAL EXPERTISE. THE INTENT IS FOR MPAT TO INCLUDE SUBJECT MATTER EXPERT (SME) REPRESENTATION IN ALL FUNCTIONAL AREAS OF AN OPERATIONAL LEVEL PLANNING STAFF. INITIALLY WE EXPECT THAT EACH COUNTRY’S MPAT CADRE BE SMALL (3 OR 4). AS THE CONCEPT MATURES, ADDITIONAL SPECIALTIES MAY BE ADDED AS APPROPRIATE. SEVERAL COUNTRIES HAVE APPOINTED AUGMENTATION TEAMS OF THEIR OWN THAT REPETITIVELY TRAIN IN MPAT EVENTS. OTHER COUNTRIES HAVE ELECTED TO ROTATE AS MANY PEOPLE AS POSSIBLE THROUGH THESE WORKSHOPS IN ORDER TO EXPOSE THE LARGEST NUMBER OF ITS MILITARY PLANNERS TO THE CONCEPT. THE CHOICE IS EACH COUNTRIES TO MAKE. THERE ARE NO IMPLIED OBLIGATIONS THAT ACCOMPANY PARTICIPATION IN THE PROGRAM. THE USCINCPAC J38 DJTFAC STAFF CURRENTLY SERVES AS THE MPAT SECRETARIAT. AS SUCH, IT WILL DEVELOP AND EXECUTE, WITH THE ASSISTANCE OF OTHER INTERESTED NATIONS, THE MPAT WORKSHOPS, AND EXERCISE EVENTS. ALL NATIONS ARE INVITED TO VOLUNTEER TO TAKE OVER MPAT SECRETARIAT DUTIES, IT IS A RESPONSIBILITY THAT CAN BE ROTATED AROUND THE REGION TO THOSE NATIONS INTERESTED. MPAT coordinated by MPAT Secretariat

Conceptual Framework MISSIONS Multinational Planning for Military Operations Other Than War / Small Scale Contingencies Humanitarian Assistance COMMAND AND CONTROL Operational Procedures Disaster Relief Search & Rescue FORCES THIS IS THE CONCEPTUAL FRAMEWORK FOR THE INITIATIVE. ON THE RIGHT SIDE IS LISTED THE MILITARY OPERATIONS OTHER THAN WAR/SMALL SCALE CONTINGENCIES THAT THE MPAT SCENARIOS WILL FOCUS ON (HUMANITARIAN ASSISTANCE AND DISASTER RELIEF, SEARCH AND RESCUE, NON-COMBATANT EVACUATION AND A WIDE RANGE OF PEACE OPERATIONS). EVENTS OVER THE LAST SEVERAL YEARS HAVE DEMONSTRATED THAT WE MUST BE PREPARED TO QUICKLY POOL OUR RESOURCES TO RESPOND EFFECTIVELY TO THESE SITUATIONS. IN MOST OF THESE SITUATIONS SPEED AND EFFICIENCY ARE CRITICAL TO SUCCESSFUL MISSION ACCOMPLISHMENT. WE BELIEVE THERE ARE TWO AREAS THAT WE CAN AND SHOULD BE WORKING ON TOGETHER TODAY. FIRST, AT THE OPERATIONAL MULTINATIONAL FORCE HEADQUARTERS LEVEL, WE SEE A NEED TO DEVELOP A COMMON SET OF COMMAND AND CONTROL STANDING OPERATING PROCEDURES UNDERSTOOD BY ALL OF OUR STAFF PERSONNEL AND FORCES THAT ARE LIKELY TO RESPOND TO A CRISIS. MPAT IS LEADING THE EFFORT TO DEVELOP MNF SOP AT THE TACTICAL, OR UNIT LEVEL, WE ALSO REQUIRE COMMON PROCEDURES TO ENSURE OUR FORCES CAN OPERATE EFFECTIVELY WITH EACH OTHER. THESE TACTICAL LEVEL PROVCEDURES ARE BEING DEVELOPED BY ORGANIZATIONS, SUCH AS THE UNITED NATIONS AS WELL AS BY COUNTRIES WITH MULTINATIONAL TRAINING CENTERS. MPAT ACHIEVES THESE IMPROVEMENTS IN SPEED AND EFFECTIVENESS BY ROUTINELY BRINGING TOGETHER A SMALL GROUP OF PLANNERS FROM THROUGHOUT THE REGION SO THEY GET TO KNOW EACH OTHER AND BECOME PROFICIENT IN COMMON CRISIS RESPONSE PLANNING PROCEDURES. Augmenting the MNF HQ Lead Nation Nation 1 Nation 4 MNF/CTF HQ Multinational Nation 5 Core Planning Staff THIS DIAGRAM ILLUSTRATES HOW A MULTINATIONAL FORCE HEADQUARTERS IS USUALLY FORMED. A LEAD NATION, TYPICALLY THAT NATION PROVIDING THE PREPONDERANCE OF FORCES FOR THE RESPONSE, SERVES AS THE NUCLEUS OF THE HEAQUARTERS STAFF. THE REMAINDER OF THE STAFF IS FORMED USING AUGMENTATION PROVIDED BY ALL THE OTHER PARTICIPATING NATIONS. BRINGING TOGETHER SUCH A DIVERSE GROUP OF MILITARY PROFESSIONALS FOR THE FIRST TIME TO PLAN AND EXECUTE MILITARY OPERATIONS ON RELATIVELY SHORT NOTICE IS THE OBVIOUS CHALLENGE. WE BELIEVE; HOWEVER, THAT A SMALL CORE GROUP OF PLANNERS FROM EACH COUNTRY LIKELY TO AUGMENT SUCH A HEADQUARTERS STAFF FOR A MULTINATIONAL MILITARY RESPONSE CAN BE PRE-IDENTIFIED AND CAN BECOME FAMILIAR WITH A COMMON SET OF PLANNING PROCEDURES THEREBY FACILITATING MORE RAPID FORMATION OF THE HEADQUARTERS WHEN AN ACTUAL CONTINGENCY ARISES. WE BELIEVE PLANNERS WHO HAVE EXPERIENCED SEVERAL MPAT WORKSHOPS WOULD BE A VALUABLE SOURCE OF PLANNER AUGMENTATION FOR CTF ACTIVATION AND CONDUCTING INTIAL PLANNING AT A MULTINATIONAL FORCE OPERATIONAL LEVEL HEADQUARTERS. MPAT PLANNERS, JUST LIKE THEY MAY FOR A REAL CRISIS, WILL AUGMENT AND FULLY INTEGRATE INTO THE CTF HQ STAFF AND WORK WITH THE STAFF AND FOR THE CTF COMMANDER. WE DISCUSS THE CHALLENGES INHERENT IN FORMING A MULTINATIONAL FORCE/CTF HQ STAFF. CHALLENGES INCLUDE DIFFERENCES IN COMMUNICATIONS, TERMINOLOGY, NATIONAL INTERESTS, CULTURAL DYNAMICS, AND BASIC DIFFERENCES IN OUR NATIONS STAFF INFRASTRUCTURE, TECHNIQUES AND PROCEDURES. CTF AUGMENTATION BY MPAT CAN PROVIDE TRAINED MANPOWER AND EXPERTISE TO RAPIDLY FORM AND MAKE THAT HEADQUARTERS AN EFFECTIVE MULTINATIONAL COALITION OR COALITION / COMBINED HQ STAFF.
