Mi-Kyung Oh etc., ETRI tv The goal of this document is to help the SG4TV to determine the scope of the standard by presenting FCC legal terminologies and FCC regulation related with TV white space operation. Outline Slide 2 May 2011

Mi-Kyung Oh etc., ETRI tv Terminologies (1) FCC Legal terms. –Personal/Portable Mode II device –Personal/Portable Mode I device –Fixed device –Contact Verification Signals Slide 3 May 2011

Mi-Kyung Oh etc., ETRI tv Terminologies (2) Mode II device –A personal/portable TVBD that uses an internal geo-location capability and access to a TV bands database –Either through a direct connection to the Internet or through an indirect connection to the Internet by way of fixed TVBD or another Mode II TVBD, it obtains a list of available channels. –A Mode II device may select a channel itself. –It initiates and operates as part of a network of TVBDs, transmitting to and receiving from one or more fixed TVBDs or personal/portable TVBDs. –A Mode II personal/portable device may provide a list of available channels to a Mode I personal/portable device for operation on by the Mode I device. Slide af May 2011

Mi-Kyung Oh etc., ETRI tv Terminologies (3) Mode I device –A personal/portable TVBD that does not use an internal geo- location capability and access to a TV bands database to obtain a list of available channels. –A Mode I device must obtain a list of available channels on which it may operate from either a fixed TVBD or Mode II personal/portable TVBD. –A Mode I device may not initiate a network of fixed and/or personal/ portable TVBDs, nor may it provide a list of available channels to another Mode I device for operation by such device. Slide af May 2011

Mi-Kyung Oh etc., ETRI tv Terminologies (4) Fixed device –A fixed TVBD that uses access to a TV bands database, and is professionally installed or uses an internal geo-location capability. –obtains a list of allowed TV channels either through a direct connection to the Internet or through an indirect connection to the Internet by way of a fixed TVBD to obtain a list of available channels. –A fixed device may select a channel itself –It initiates and operates as part of a network of TVBDs, transmitting to and receiving from one or more fixed TVBDs or personal/portable TVBDs. –A fixed device may provide a list of available channels to a Mode I personal/portable device for operation on by the Mode I device. Slide af May 2011

Mi-Kyung Oh etc., ETRI tv Terminologies (5) Contact Verification Signals –Definition and Requirements An encoded signal broadcast by a fixed or Mode II device For reception by Mode I devices to which the fixed or Mode II device has provided a list of available channels for operation It shall be encoded to ensure that the signal originates from the device that provided the list of available channels –Purpose To establish that the Mode I device is still within the reception range of the fixed or Mode II device To validate the list of available channels used by the Mode I device –Device Operation A Mode I device may respond only to a contact verification signal from the fixed or Mode II device that provided the list of available channels on which it operates. A fixed or Mode II device shall provide the information needed by a Mode I device to decode the contact verification signal at the same time it provides the list of available channels. Slide af May 2011

Mi-Kyung Oh etc., ETRI tv FCC Regulation Before operation –FCC15.13(e): Check with TVWS database (for fixed devices and Mode II master devices) –FCC (C-3): TV channel availability check time. A TVBD is required to check for TV signals for a minimum time interval of 30 seconds. During operation –FCC (c-4): In-service monitoring. A TVBD must perform in- service monitoring of an operating channel a minimum of once every 60 seconds. –FCC (c-5): Channel move time. After a wireless microphone or other low power auxiliary device signal is detected on a TVBD operating channel, all transmissions by the TVBD must cease within two seconds. Slide 8 May 2011

Mi-Kyung Oh etc., ETRI tv TV White Space Operation for WPAN (1) TV white space operation may involve an inevitable overhead such as contact verification signal –Increased overhead compared with WPAN operating in license exempt frequency bands –In order to achieve similar performance with existing WPAN in license exempt frequency bands, supporting the higher data rate would be required for this standard Slide 9 May 2011

Mi-Kyung Oh etc., ETRI tv TV White Space Operation for WPAN (2) Due to primary user (e.g., TV signal) protection, TV white space operation may not be guaranteed –Need to also consider operation in license exempt frequency bands as well as TV white space bands for this standard –Low-latency operation would be advantageous in the environment where any service operating in the TV white space needs to protect the primary user Slide 10 May 2011

Mi-Kyung Oh etc., ETRI tv Scope Suggestion This standard is an amendment to IEEE It addresses principally applications such as command and control in the TV white space. It defines an alternate PHY and only those MAC modification needed to support its implementation. The amendment supports –Operation in any of the regionally available license exempt frequency bands and TV white space bands –Data rate of at least 40 kbits per second but not more than 2000 kbits per second –Optimal low-latency operation given the environmental conditions encountered in TV white space operation This amendment also provides mechanisms that enable coexistence with other systems in the TV white space band.
