Business Intelligence (BI) in K-12 Plano ISD John Alawneh john.alawneh@pisd.edu My talk today is bout PM in k-12 based on our own unique experience at Plano ISD But before I get into the details of how we implemented PM, I am going to spend a little time on the evolution that lead to today’s PM structure I want to share with you what in particular influenced our thinking and inspired our model I will then talk about the main components that we adapted in our implementation Then I will dive into our model and how we translated PM into an integrated platform for tracking and analyzing performance at all levels of the organization At the end of this presentation, I hope you will be inspired to follow suit and come up with your own effective model for Pm in your district

So what should we do with all this data….? For years we collected data, automated our systems and safe guarded our backups… we have so much data safely secured away and we need to unlock it and make it available timely to our decision makers in a way that help them make effective decisions … The challenges vary from organization to another and we will have better understanding of those challenges as we talk next about the the components of PM However, they are generally related to: Data integration and collection Infrastructure Leadership Culture Selecting the right vendor

Dashboards Metrics Push Technology Predictive Analysis BI is a framework for leveraging data for tactical and strategic use. Dashboards Metrics Push Technology Predictive Analysis Business Strategy Data Warehouse Analytical Skills Ad hoc Reporting Ok… let’s agree on a definition before we move forward so we are all on the same page PM is not a system, or a software program, or a single project. It is a “framework” that will help your district make better strategic decisions by leveraging the information we collect every day and make available in a variety of resources So…It may includes all of the things you see here—metrics, ad hoc reporting, dashboards, predictive analysis…

The goal is to build real knowledge about the individual. So, in order to achieve that goal, we must translate data to meaningful information so we can know how we can improve the individual student learning. Data meaning knowledge

In the most efficient way… Wining through total alignment… - We needed to align the enterprise along the goals and objectives mandated by our board…. Wining through total alignment…

At all levels of the Organization… EXECUTIVES: strategic goals and objectives Performance data MANAGEMENT: analytics to support goals and objectives Trend, summary data it is important to mention here that the level of information access should be based on the organizational level to achieve effective PM This process aligns the staff and their roles with the organization strategic objectives… in effect by aligning across functions STAFF: Reports ad-hoc access Detailed data

Enterprise Architecture Our guide… Strategy Objectives Drivers Vision KPI Measures/Metrics the top down and bottom up alignment PM is limited by only two major components: Architecture foundation and the The vision of the organization …and we will explore each one briefly…it is important that we understand how these two work These were our guiding principals throughout the whole development process and we directly translated them into our final process that you will see later. Analytics Foundation Reporting Model Enterprise Architecture

The Enterprise Architecture… SIS, HR Financials Operational Data Store Reporting Tools ETL Enterprise Data Warehouse ETL OLAP Tools Dashboards Enterprise Data Warehouse Performance Management Alerts Dashboards Scorecards KPI’s Legacy Other A critical part of the Architecture Foundation is the Enterprise Architecture. Without it you could not produce a PM environment. The operation data store houses your operation data and you run your operation reporting through it The DW houses your Enterprise data that stores consistent and standard data where higher level reporting can be performed such as OLAP and Dashboarding PM can then add additional components to provide effective PM

The Vision… The PISD vision is driven by 4 strategic objectives: Student learning Capacity development Knowledge based decision making Community connectedness Student learning is our focus at this phase of the project. The drivers for this strategic objective are: AEIS AYP College Readiness Drop out/Completion rate AEIS has 5 KPI’s representing it and so on for the rest of the drivers…. There 5 measures/metrics driving each KPI under AEIS The measures have actual values that drive the KPI… This process is used through careful research and analysis until all drivers, KPI’s and metrics are identified and the relationships that interconnects them are established. This work covers the vision portion of the alignment process covered earlier…remember the two areas of alignment for PM, the vision and architectural foundation

District Reporting Model Transaction Reports Intelligence BI Dashboard Dashboard/Scorecard Analytical Applications Individualized Plans Dashboard Analytical Reporting Historical Trends Forecasting Level 5 Analytics Self-Service Reporting Ad-Hoc The architectural foundation requires the reporting model be established…we skipped the enterprise architecture since it is already established at PISD and it similar to what was covered earlier… We have an integrated ERP with DW and the PM tools in place. Level 4 Reporting Custom Reports Level 3 Transaction Reports Level 2 Level 1

Horizontal and Vertical Alignment District Alignment Horizontal and Vertical Alignment District Reporting Model Intelligence Dashboard Processes Alignment Analytics The architectural foundation requires the reporting model be established…we skipped the enterprise architecture since it is already established at PISD and it similar to what was covered earlier… We have an integrated ERP with DW and the PM tools in place. Reporting

Drive Strategy Total Alignment District Alignment The total alignment requires alignment across and down the organization. There is horizontal and vertical alignment. aligned down by ensuring that each level is managing the same goals and objectives aligned across by making sure that all levels are driving the same goals and objectives Process Alignment

The reporting model and PM components together…the three main components - Dashboard - Analytics - BI

There are two parts: - Health of your objectives, Drivers and KPI’s which are categorical values.

Role Based When you login, you get a customized view based on your level and role…

The second part is the measures or metrics… Move to next slide to magnify metrics….

Go through the two parts…the health and the measures… It shows the jump to analytics at the end….

For example…this model was developed to show the teachers which students they can focus on to improve their class performance in TAKS scores that would also improve the schools rating… The principals use this as part of their Campus Improvement Plan to decide the % of student performance improvement over prior year they should target…the % of improvement is based on the adding the students between red and purple lines to last year’s number.

National Distribution 15.9% - above grade level 34.1% - on grade level, independent 34.1% - on grade level, dependent 15.9% - below grade level Current PISD Distribution 42% - above grade level 35% - on grade level, independent 18% - on grade level, dependent 5% - below grade level Go next to drill down on the actual list of students with more details on each… Tests both general and specific reasoning abilities in three areas: Verbal, Quantitative and Nonverbal with multiple measures. Measures developed, not innate cognitive abilities. Uses: * Guide efforts to adapt instruction to students’ needs. * Measure cognitive development. * Measure predicted versus observed levels of achievement.
