Westminster City Council Cllr Melvyn Caplan currently the Cabinet member for finance and resources and chief whip of the Conservative group on the council. Melvyn has just retired from IBM where he worked for almost 25 years. Melvyn will ensure the Digital Inclusion Framework is integrated into the Council Leader’s “Building a Living City” programme.
