Basic Education Sector Development Project June 3-5, 2009 Workshop on the Development of Teacher Recruitment and Deployment Framework

= OBJECTIVES General: To standardize recruitment and deployment procedures for teacher selection and assignments to ensure that a competent teaching workforce is maintained in every school so that improved learning outcome is achieved. Specific: at the end of the workshop, the participants should have contributed to the writing of the teacher recruitment and deployment framework to be used by the Department of Personnel.

MAJOR OUTPUTS Procedures in the recruitment of teachers Procedures in the deployment of teachers System to train teachers for continuous learning Career plan for every teacher Monitoring the career path of teachers X 1 X 4 X 2 X 3 X 5 X 2

Using the LEO Model (lecture-exercise-output) the training will consist of lecturettes and exercises to draw outputs from the participants. Presentation of the topics will be done through lecturettes of the resource speakers after which the participants will be divided into groups to discuss various topics and prepare a presentation during the plenary.

Definition of Terms Recruitment. Selection process in the hiring public school teachers. Deployment. Assigning teachers to schools. Testing and Certification. Examination and competency-based setting. Retirement. Teacher completes his or her teaching work. Education and Training. Provision of pre-service- and in-service training.

Definitions Current Conditions. Existing realities, teaching environment, policies, standards and systems. Strategies. Techniques, methods, etc. on how to improve the system. Career development. Professional ladder for career in teaching.

DEFINITIONS Action Plan. Based on the policy framework, list of action to be taken to improve teacher management. Teacher Human Resource Planning. Knowing resource gap in terms of number of teachers versus the need to be able to deploy teachers on time. Recognition/Awarding. Identifying best teaching practices and awarding teachers who go out of their way in fulfilling their tasks. Policy/Legal Framework. Policies, laws, decrees, rules, etc., related to teacher management.

Indeed, Teacher Development is very important, teachers being the most important medium for learning. So maybe it’s time to introduce reforms in teachers management... Kob Chai Deu!
