CITY OF XENIA DOWNTOWN PARKING FACTS The City of Xenia Zoning Ordinance requires all businesses to provide off- street parking spaces for their customers and employees at businesses’ expense: To provide convenient parking Keep cars off streets to lessen congestion.

Downtow n Parking CITY OF XENIA DOWNTOWN PARKING FACTS The Xenia Downtown is exempt from these normal parking responsibilities of owners. City of Xenia, in a partnership with the downtown merchants and owners, has provided municipal parking lots to relieve congestion. In addition the City provides traffic enforcement to keep parking convenient, and avoid congestion. Downtown parking is more problematic.

Downtow n Parking CITY OF XENIA DOWNTOWN PARKING TIMELINE – Several members of City Council raise concerns about current condition/fairness of City Parking Lots and procedures to staff; a task force began meeting and a parking study completed – A Downtown Strategic Plan was developed which delineated the importance of attractive, safe, shared parking downtown to attract customers – The parking lot at Whiteman/E. Main was improved to improve look and function of that lot.

Downtow n Parking CITY OF XENIA DOWNTOWN PARKING TIMELINE – The parking task force developed a policy, with delineated fees and procedures – City Council voted to charge updated fees to accommodate parking provisions – New policy unveiled to Xenia Area Merchants, and other downtown stakeholders.

Downtow n Parking CITY OF XENIA DOWNTOWN PARKING STUDY DISCOVERIES Many of the existing retailers were frustrated by the scarcity of parking for their customers in key quadrants of the downtown. Some of the parking allocations were unfair to other businesses, and many questioned the use of premium parking for non-customers. Approximately 50% of the merchants would prefer the old meters to the current system. While premium parking was scarce, there was plenty of parking available further out in other quadrants.

Downtow n Parking Purposes of the new Policies To establish guidelines, expectations, and procedures for the enforcement of Municipal Parking Lots usage in downtown Xenia – for residents, shoppers, visitors and employees in an equitable manner. To provide attractive, safe, and coordinated parking for shoppers and merchants visiting downtown. (In accordance with 2008 Downtown Strategic Plan.) To provide clearer guidance for the police department in enforcing Downtown City Parking Ordinances.

Downtow n Parking Shared Assumptions of the Task Force Downtown parking policies are crucial to the equitable use and distribution of these limited spaces by all downtown stakeholders. That the visitor or retail customer’s need for parking close to shopping/service opportunities was the highest priority -- Nurturing the retail environment. That employers (and employees) should have the opportunity to lease parking spaces for their staff/employees in underutilized lots, or non-premium spaces. That the City needs to partner with the downtown businesses to ensure the success of these policies and their intent.

Downtow n Parking Downtown Parking Policies OPEN PARKING Available in city lots # 2, 3, 4, 7 and 8. Available to the shopper or visitor parking less than 3 hours. There is no charge for these spaces. Closest to shopping opportunities.

Downtow n Parking Downtown Parking Policies PLACARD PARKING Available in lots #3, 4, 7 May be purchased ($10 per month) by individuals or employers seeking to park for more than 3 hours at a time. Cars must show a hanging placard for parking privileges in open areas not reserved for premium or handicapped accessibility.

Downtow n Parking Downtown Parking Policies PREMIUM PARKING Available in lots # 2, 3, 7, and 8. Cars will be assigned a specific premium space, marked with yellow bumper blocks. For persons seeking to park for longer than 3 hours. $20 per month.

Downtow n Parking Downtown Parking Policies RESIDENTIAL PREMIUM PARKING For residential tenants/landlords who need to regularly park next to their rental housing. $120 per year paid by Landlord in annual increments. (Specifically, lot #2.)

Downtow n Parking Leasing of Premium/Placard Spaces PROCESS FOR RENTING SPACES Complete Municipal Parking Lot Rental Application and submit to the City of Xenia by March 1, Receive your placard and place prominently in your vehicle. Applications available online at

Downtow n Parking What to Expect in 2009: Increased enforcement of parking ordinances. Continued discussion with merchants/City on shared needs/concerns relative to parking – with a review of policy in 4 th quarter. Wayfinding Signage Plan – with concentration on downtown signage, kiosks, general wayfinding. Downtown Façade Program – Expect March 1, Incremental improvement of lots as revenues allow.

Downtow n Parking Downtown Parking Policies CONCLUSIONS That the City and Owners and Merchants share a desire for a safe, attractive downtown with: aesthetically pleasing, clean, and welcoming parking lots, clear and attractive signage beckoning visitors to come/shop/visit downtown, and available lots where employees/residents may park safely and close to their places of commerce/residence.
